3 And the king took his place by the pillar, and made an agreement before the Lord, to go in the way of the Lord, and keep his orders and his decisions and his rules with all his heart and all his soul, and to keep the words of the agreement recorded in the book; and all the people gave their word to keep the agreement.
For, protesting against them, he says, See, the days are coming when I will make a new agreement with the house of Israel, and with the house of Judah; Not like the agreement which I made with their fathers when I took them by the hand, to be their guide out of the land of Egypt; for they did not keep the agreement with me, and I gave them up, says the Lord. For this is the agreement which I will make with the people of Israel after those days: I will put my laws into their minds, writing them in their hearts: and I will be their God, and they will be my people: And there will be no need for every man to be teaching his brother, or his neighbour, saying, This is the knowledge of the Lord: for they will all have knowledge of me, great and small. And I will have mercy on their evil-doing, and I will not keep their sins in mind. When he says, A new agreement, he has made the first agreement old. But anything which is getting old and past use will not be seen much longer.
Master, which is the chief rule in the law? And he said to him, Have love for the Lord your God with all your heart, and with all your soul, and with all your mind.
The law of the Lord is good, giving new life to the soul: the witness of the Lord is certain, giving wisdom to the foolish. The orders of the Lord are right, making glad the heart: the rule of the Lord is holy, giving light to the eyes. The fear of the Lord is clean, and has no end; the decisions of the Lord are true and full of righteousness.
And the rest of the people, the priests, the Levites, the door-keepers, the music-makers, the Nethinim, and all those who had made themselves separate from the peoples of the lands, to keep the law of God, their wives, their sons, and their daughters, everyone who had knowledge and wisdom; They were united with their brothers, their rulers, and put themselves under a curse and an oath, to keep their steps in the way of God's law, which was given by Moses, the servant of God, and to keep and do all the orders of the Lord, our Lord, and his decisions and his rules; And that we would not give our daughters to the peoples of the lands, or take their daughters for our sons; And if the peoples of the lands come to do trade in goods or food on the Sabbath day, that we would do no trade with them on the Sabbath or on a holy day: and that in the seventh year we would take no payment from any debtor. And we made rules for ourselves, taxing ourselves a third of a shekel every year for the upkeep of the house of our God; For the holy bread, and for the regular meal offering and the regular burned offering on the Sabbaths and at the new moon and the fixed feasts, and for the sin-offerings to take away the sin of Israel, and for all the work of the house of our God. And we, the priests and the Levites and the people, made selection, by the decision of the Lord, of those who were to take the wood offering into the house of God, by families at the regular times, year by year, to be burned on the altar of the Lord our God, as it is recorded in the law; And to take the first-fruits of our land, and the first-fruits of every sort of tree, year by year, into the house of the Lord; As well as the first of our sons and of our cattle, as it is recorded in the law, and the first lambs of our herds and of our flocks, which are to be taken to the house of our God, to the priests who are servants in the house of our God: And that we would take the first of our rough meal, and our lifted offerings, and the fruit of every sort of tree, and wine and oil, to the priests, to the rooms of the house of our God; and the tenth of the produce of our land to the Levites; for they, the Levites, take a tenth in all the towns of our ploughed land. And the priest, the son of Aaron, is to be with the Levites, when the Levites take the tenths: and the Levites are to take a tenth of the tenths into the house of our God, to the rooms, into the store-house; For the children of Israel and the children of Levi are to take the lifted offering of the grain and wine and oil into the rooms where the vessels of the holy place are, together with the priests and the door-keepers and the makers of music: and we will not give up caring for the house of our God.
Then the king, taking his place by the pillar, made an agreement before the Lord, to go in the way of the Lord, and to keep his orders and his decisions and his rules with all his heart and with all his soul, and to keep the words of the agreement recorded in this book. And he made all the people in Jerusalem and Benjamin give their word to keep it. And the people of Jerusalem kept the agreement of God, the God of their fathers. Josiah took away all the disgusting things out of all the lands of the children of Israel, and made all who were in Israel servants of the Lord their God. And as long as he was living they were true to the Lord, the God of their fathers.
And they made an agreement to be true to the Lord, the God of their fathers, with all their heart and all their soul; And that anyone, small or great, man or woman, who was not true to the Lord, the God of Israel, would be put to death. And they made an oath to the Lord, with a loud voice, sounding wind-instruments and horns.
And the people said to Joshua, We will be the servants of the Lord our God, and we will give ear to his voice. So Joshua made an agreement with the people that day, and gave them a rule and a law in Shechem.
You have come here today, all of you, before the Lord your God; the heads of your tribes, the overseers, and those who are in authority over you, with all the men of Israel, And your little ones, your wives, and the men of other lands who are with you in your tents, down to the wood-cutter and the servant who gets water for you: With the purpose of taking part in the agreement of the Lord your God, and his oath which he makes with you today: And so that he may make you his people today, and be your God, as he has said to you, and as he made an oath to your fathers, Abraham, Isaac, and Jacob. And not with you only do I make this agreement and this oath; But with everyone who is here with us today before the Lord our God, as well as with those who are not here:
And Moses sent for all Israel, and said to them, Give ear, O Israel, to the laws and the decisions which I give you today, and give attention to them so that you may keep and do them. The Lord our God made an agreement with us in Horeb. The Lord did not make this agreement with our fathers but with us, who are all living and present here today.
And he took the book of the agreement, reading it in the hearing of the people: and they said, Everything which the Lord has said we will do, and we will keep his laws. Then Moses took the blood and let it come on the people, and said, This blood is the sign of the agreement which the Lord has made with you in these words.

Commentary on 2 Kings 23 Matthew Henry Commentary
Chapter 23
We have here,
2Ki 23:1-3
Josiah had received a message from God that there was no preventing the ruin of Jerusalem, but that he should deliver only his own soul; yet he did not therefore sit down in despair, and resolve to do nothing for his country because he could not do all he would. No, he would do his duty, and then leave the event to God. A public reformation was the thing resolved on; if any thing could prevent the threatened ruin it must be that; and here we have the preparations for that reformation.
2Ki 23:4-24
We have here an account of such a reformation as we have not met with in all the history of the kings of Judah, such thorough riddance made of all the abominable things and such foundations laid of a glorious good work; and here I cannot but wonder at two things:-
2Ki 23:25-30
Upon the reading of these verses we must say, Lord, though thy righteousness be as the great mountains-evident, conspicuous, and past dispute, yet thy judgments are a great deep, unfathomable and past finding out, Ps. 36:6. What shall we say to this?
2Ki 23:31-37
Jerusalem saw not a good day after Josiah was laid in his grave, but one trouble came after another, till within twenty-two years it was quite destroyed. Of the reign of two of his sons here is a short account; the former we find here a prisoner and the latter a tributary to the king of Egypt, and both so in the very beginning of their reign. This king of Egypt having slain Josiah, though he had not had any design upon Judah, yet, being provoked by the opposition which Josiah gave him, now, it should seem, he bent all his force against his family and kingdom. If Josiah's sons had trodden in his steps, they would have fared the better for his piety; but, deviating from them, they fared the worse for his rashness.
