8 I was watching the horns with care, and I saw another coming up among them, a little one, before which three of the first horns were pulled up by the roots: and there were eyes like a man's eyes in this horn, and a mouth saying great things.
And there was given to him a mouth to say words of pride against God; and there was given to him authority to go on for forty-two months. And his mouth was open to say evil against God, and against his name and his Tent, even against those who are in heaven.
The smooth lips and the tongue of pride will be cut off by the Lord.
And out of one of them came another horn, a little one, which became very great, stretching to the south and to the east and to the beautiful land. And it became great, even as high as the army of heaven, pulling down some of the army, even of the stars, to the earth and crushing them under its feet. It made itself great, even as great as the lord of the army; and by it the regular burned offering was taken away, and the place overturned and the holy place made waste. ... against the regular burned offering; and ... crushed down to the earth, and it did its pleasure and things went well for it.
And the forms of the locusts were like horses made ready for war; and on their heads they had crowns like gold, and their faces were as the faces of men.
And he took his place on the sand of the sea. And I saw a beast coming up out of the sea, having ten horns and seven heads, and on his horns ten crowns, and on his heads unholy names.
And about the ten horns on his head and the other which came up, causing the fall of three; that horn which had eyes, and a mouth saying great things, which seemed to be greater than the other horns. And I saw how that horn made war on the saints and overcame them, Till he came, who was very old, and the decision was made and the authority was given to the saints of the Most High; and the time came when the saints took the kingdom. This is what he said: The fourth beast is a fourth kingdom which will come on earth, different from all the kingdoms, and it will overcome all the earth, crushing it down and smashing it. And as for the ten horns, out of this kingdom ten kings will come to power; and after them another will come up: he will be different from the first ones and will put down three kings. And he will say words against the Most High, attempting to put an end to the saints of the Most High; and he will have the idea of changing times and law; and the saints will be given into his hands for a time and times and half a time.
And in the later years of their kingdom, when their evil doings have become complete, there will come up a king full of pride and expert in dark sayings. And his power will be great, and he will be purposing strange things. And all will go well for him and he will do his pleasure; and he will send destruction on the strong ones. And his designs will be turned against the holy people, causing deceit to do well in his hand; in his heart he will make himself great, and send destruction on numbers who are living unconscious of their danger; and he will put himself up against the prince of princes; but he will be broken, though not by men's hands.
And the king will do his pleasure; he will put himself on high, lifting himself over every god, and saying things to be wondered at against the God of gods; and all will be well for him till the wrath is complete; for what has been purposed will be done.
Who puts himself against all authority, lifting himself up over all which is named God or is given worship; so that he takes his seat in the Temple of God, putting himself forward as God.
For men will be lovers of self, lovers of money, uplifted in pride, given to bitter words, going against the authority of their fathers, never giving praise, having no religion,
These are the men who make trouble, ever desiring change, going after evil pleasures, using high-sounding words, respecting men's position in the hope of reward.
And I saw another beast coming up out of the earth; and he had two horns like a lamb, and his voice was like that of a dragon. And he makes use of all the authority of the first beast before his eyes. And he makes the earth and those who are in it give worship to the first beast, whose death-wound was made well. And he does great signs, even making fire come down from heaven on the earth before the eyes of men.

Commentary on Daniel 7 Matthew Henry Commentary
Chapter 7
The six former chapters of this book were historical; we now enter with fear and trembling upon the six latter, which are prophetical, wherein are many things dark and hard to be understood, which we dare not positively determine the sense of, and yet many things plain and profitable, which I trust God will enable us to make a good use of. In this chapter we have,
Whether those visions look as far forward as the end of time, or whether they were to have a speedy accomplishment, is hard to say, nor are the most judicious interpreters agreed concerning it.
Dan 7:1-8
The date of this chapter places it before ch. 5, which was in the last year of Belshazzar, and ch. 6, which was in the first of Darius; for Daniel had those visions in the first year of Belshazzar, when the captivity of the Jews in Babylon was drawing near a period. Belshazzar's name here is, in the original, spelt differently from what it used to be; before it was Bel-she-azar-Bel is he that treasures up riches. But this is Bel-eshe-zar-Bel is on fire by the enemy. Bel was the god of the Chaldeans; he had prospered, but is now to be consumed.
We have, in these verses, Daniel's vision of the four monarchies that were oppressive to the Jews. Observe,
Dan 7:9-14
Whether we understand the fourth beast to signify the Syrian empire, or the Roman, or the former as the figure of the latter, it is plain that these verses are intended for the comfort and support of the people of God in reference to the persecutions they were likely to sustain both from the one and from the other, and from all their proud enemies in every age; for it is written for their learning on whom the ends of the world have come, that they also, through patience and comfort of this scripture, might have hope. Three things are here discovered that are very encouraging:-
Dan 7:15-28
Here we have,
Daniel, in the close, when he ends that matter, tells us what impressions this vision made upon him; it overwhelmed his spirits to such a degree that his countenance was changed, and it made him look pale; but he kept the matter in his heart. Note, The heart must be the treasury and store-house of divine things; there we must hide God's word, as the Virgin Mary kept the sayings of Christ, Lu. 2:51. Daniel kept the matter in his heart, with a design, not to keep it from the church, but to keep it for the church, that what he had received from the Lord he might fully and faithfully deliver to the people. Note, It concerns God's prophets and ministers to treasure up the things of God in their minds, and there to digest them well. If we would have God's word ready in our mouths when we have occasion for it, we must keep it in our hearts at all times.
