18 And when he has taken his place on the seat of his kingdom, he is to make in a book a copy of this law, from that which the priests, the Levites, have in their care:
Now after writing all the words of this law in a book till the record of them was complete, Moses said to the Levites who were responsible for taking up the ark of the Lord's agreement, Take this book of the law and put it by the ark of the Lord's agreement, so that it may be a witness against you.

Courts of judgment were ordered to be erected in every city (ch. 16:18), and they were empowered to hear and determine causes according to law, both those which we call pleas of the crown and those between party and party; and we may suppose that ordinarily they ended the matters that were brought before them, and their sentence was definitive; but,
