12 And has gone once and for ever into the holy place, having got eternal salvation, not through the blood of goats and young oxen, but through his blood.
Then he said, See, I have come to do your pleasure. He took away the old order, so that he might put the new order in its place. By that pleasure we have been made holy, by the offering of the body of Jesus Christ once and for ever. And every priest takes his place at the altar day by day, doing what is necessary, and making again and again the same offerings which are never able to take away sins. But when Jesus had made one offering for sins for ever, he took his place at the right hand of God; And has been waiting there from that time, till all who are against him are made a foot-rest for his feet. Because by one offering he has made complete for ever those who are made holy.
Christ has made us free from the curse of the law, having become a curse for us: because it is said in the Writings, A curse on everyone who is put to death by hanging on a tree: So that on the Gentiles might come the blessing of Abraham in Christ Jesus; in order that we through faith might have the Spirit which God had undertaken to give.
Being conscious that you have been made free from that foolish way of life which was your heritage from your fathers, not through a payment of things like silver or gold which come to destruction, But through holy blood, like that of a clean and unmarked lamb, even the blood of Christ:
For Christ did not go into a holy place which had been made by men's hands as the copy of the true one; but he went into heaven itself, and now takes his place before the face of God for us. And he did not have to make an offering of himself again and again, as the high priest goes into the holy place every year with blood which is not his; For then he would have undergone a number of deaths from the time of the making of the world: but now he has come to us at the end of the old order, to put away sin by the offering of himself.
And let him take from the children of Israel two he-goats for a sin-offering and one male sheep for a burned offering. And Aaron is to give the ox of the sin-offering for himself, to make himself and his house free from sin. And he is to take the two goats and put them before the Lord at the door of the Tent of meeting. And Aaron will make selection from the two goats by the decision of the Lord, one goat for the Lord and one for Azazel. And the goat which is marked out for the Lord, let Aaron give for a sin-offering. But the goat for Azazel is to be placed living before the Lord, for the taking away of sin, that it may be sent away for Azazel into the waste land.

Commentary on Hebrews 9 Matthew Henry Commentary
Chapter 9
The apostle, having declared the Old-Testament dispensation antiquated and vanishing away, proceeds to let the Hebrews see the correspondence there was between the Old Testament and the New; and that whatever was excellent in the Old was typical and representative of the New, which therefore must as far excel the Old as the substance does the shadow. The Old Testament was never intended to be rested in, but to prepare for the institutions of the gospel. And here he treats,
Hbr 9:1-7
Here,
Hbr 9:8-14
In these verses the apostle undertakes to deliver to us the mind and meaning of the Holy Ghost in all the ordinances of the tabernacle and legal economy, comprehending both place and worship. The scriptures of the Old Testament were given by inspiration of God; holy men of old spoke and wrote as the Holy Ghost directed them. And these Old-Testament records are of great use and significancy, not only to those who first received them, but even to Christians, who ought not to satisfy themselves with reading the institutes of the Levitical law, but should learn what the Holy Ghost signifies and suggests to them thereby. Now here are several things mentioned as the things that the Holy Ghost signified and certified to his people hereby.
Hbr 9:15-22
In these verses the apostle considers the gospel under the notion of a will or testament, the new or last will and testament of Christ, and shows the necessity and efficacy of the blood of Christ to make this testament valid and effectual.
Hbr 9:23-28
In this last part of the chapter, the apostle goes on to tell us what the Holy Ghost has signified to us by the legal purifications of the patterns of the things in heaven, inferring thence the necessity of better sacrifices to consecrate the heavenly things themselves.
