16 For this cause says the Lord God, See, I am placing in Zion as a base, a stone, a tested stone, an angle-stone which is certain and of great value: and he who has faith will not give way.
He is the stone which you builders had no use for, but which has been made the chief stone of the building. And in no other is there salvation: for there is no other name under heaven, given among men, through which we may have salvation.
But he, looking on them, said, Is it not in the Writings, The stone which the builders put on one side, the same has become the chief stone of the building? Everyone falling on that stone will be broken, but the man on whom the stone comes down will be crushed to dust.
Because it is said in the Writings, See, I am placing a keystone in Zion, of great and special value; and the man who has faith in him will not be put to shame. And the value is for you who have faith; but it is said for those without faith, The very stone which the builders put on one side, was made the chief stone of the building; And, A stone of falling, a rock of trouble; the word is the cause of their fall, because they go against it, and this was the purpose of God.
And he will be for a holy place: but for a stone of falling and a rock of trouble to the two houses of Israel, and to the men of Jerusalem, for a net in which they may be taken. And numbers of them, falling on the stone, will be broken, and will be taken in the net.
He will have no fear of evil news; his heart is fixed, for his hope is in the Lord. His heart is resting safely, he will have no fear, till he sees trouble come on his haters.
For the vision is still for the fixed time, and it is moving quickly to the end, and it will not be false: even if it is slow in coming, go on waiting for it; because it will certainly come, it will not be kept back. As for the man of pride, my soul has no pleasure in him; but the upright man will have life through his good faith.
Go on waiting calmly, my brothers, till the coming of the Lord, like the farmer waiting for the good fruit of the earth till the early and late rains have come. Be as calm in your waiting; let your hearts be strong: because the coming of the Lord is near.

The prophet here complains of the wretched stupidity of this people, that they were unteachable and made no improvement of the means of grace which they possessed; they still continued as they were, their mistakes not rectified, their hearts not renewed, nor their lives reformed. Observe,
Isa 28:14-22
The prophet, having reproved those that made a jest of the word of God, here goes on to reprove those that made a jest of the judgments of God, and set them at defiance; for he is a jealous God, and will not suffer either his ordinances or his providences to be brought into contempt. He addressed himself to the scornful men who ruled in Jerusalem, who were the magistrates of the city, v. 14. It is bad with a people when their thrones of judgment become the seats of the scornful, when rulers are scorners; but that the rulers of Jerusalem should be men of such a character, that they should make light of God's judgments and scorn to take notice of the tokens of his displeasure, is very sad. Who will be mourners in Zion if they are scorners? Observe,
Isa 28:23-29
This parable, which (like many of our Saviour's parables) is borrowed from the husbandman's calling, is ushered in with a solemn preface demanding attention, He that has ears to hear, let him hear, hear and understand, v. 23.
