18 Do not make attempts to get equal with one who has done you wrong, or keep hard feelings against the children of your people, but have love for your neighbour as for yourself: I am the Lord.
And he, answering, said, Have love for the Lord your God with all your heart and with all your soul and with all your strength and with all your mind; and for your neighbour as for yourself. And he said, You have given the right answer: do this and you will have life. But he, desiring to put himself in the right, said to Jesus, And who is my neighbour? And Jesus, answering him, said, A certain man was going down from Jerusalem to Jericho, and he got into the hands of thieves, who took his clothing and gave him cruel blows, and when they went away, he was half dead. And by chance a certain priest was going down that way: and when he saw him, he went by on the other side. And in the same way, a Levite, when he came to the place and saw him, went by on the other side. But a certain man of Samaria, journeying that way, came where he was, and when he saw him, he was moved with pity for him, And came to him and put clean linen round his wounds, with oil and wine; and he put him on his beast and took him to a house and took care of him. And the day after he took two pennies and gave them to the owner of the house and said, Take care of him; and if this money is not enough, when I come again I will give you whatever more is needed. Which of these three men, in your opinion, was neighbour to the man who came into the hands of thieves? And he said, The one who had mercy on him. And Jesus said, Go and do the same.
And a second like it is this, Have love for your neighbour as for yourself. On these two rules all the law and the prophets are based.
If you come across the ox or the ass of one who is no friend to you wandering from its way, you are to take it back to him. If you see the ass of one who has no love for you bent down to the earth under the weight which is put on it, you are to come to its help, even against your desire.
The second is this, Have love for your neighbour as for yourself. There is no other law greater than these. And the scribe said to him, Truly, Master, you have well said that he is one, and there is no other but he: And to have love for him with all the heart, and with all the mind, and with all the strength, and to have the same love for his neighbour as for himself, is much more than all forms of offerings. And when Jesus saw that he gave a wise answer, he said to him, You are not far from the kingdom of God. And every man after that was in fear of questioning him any more.

Commentary on Leviticus 19 Matthew Henry Commentary
Chapter 19
Some ceremonial precepts there are in this chapter, but most of them are moral. One would wonder that when some of the lighter matters of the law are greatly enlarged upon (witness two long chapters concerning the leprosy) many of the weightier matters are put into a little compass: divers of the single verses of this chapter contain whole laws concerning judgment and mercy; for these are things which are manifest in every man's conscience; men's own thoughts are able to explain these, and to comment upon them.
Lev 19:1-10
Moses is ordered to deliver the summary of the laws to all the congregation of the children of Israel (v. 2); not to Aaron and his sons only, but to all the people, for they were all concerned to know their duty. Even in the darker ages of the law, that religion could not be of God which boasted of ignorance as its mother. Moses must make known God's statutes to all the congregation, and proclaim them through the camp. These laws, it is probable, he delivered himself to as many of the people as could be within hearing at once, and so by degrees at several times to them all. Many of the precepts here given they had received before, but it was requisite that they should be repeated, that they might be remembered. Precept must be upon precept, and line upon line, and all little enough. In these verses,
