25 But in the fifth year you may take the fruit and the increase of it for your food: I am the Lord your God.
If you are guided by my rules, and keep my laws and do them, Then I will give you rain at the right time, and the land will give her increase and the trees of the field will give their fruit;
Give honour to the Lord with your wealth, and with the first-fruits of all your increase: So your store-houses will be full of grain, and your vessels overflowing with new wine.
Is it a time for you to be living in roofed houses while this house is a waste? For this cause the Lord of armies has said, Give thought to your ways. Much has been planted, but little got in; you take food, but have not enough; you take drink, but are not full; you are clothed, but no one is warm; and he who gets payment for his work, gets it to put it into a bag full of holes.
You were looking for much, and it came to little; and when you got it into your house, I took it away with a breath. Why? says the Lord of armies. Because of my house which is a waste, while every man takes care of the house which is his. For this cause the heaven over you is kept from giving dew, and the earth from giving her fruit. And by my order no rain came on the land or on the mountains or the grain or the wine or the oil or the produce of the earth or on men or cattle or on any work of man's hands.
And now, give thought; looking on from this day, from the twenty-fourth day of the ninth month, from the time when the base of the Lord's house was put in its place, give thought to it. Is the seed still in the store-house? have the vine and the fig-tree, the pomegranate and the olive-tree, still not given their fruit? from this day I will send my blessing on you.
Will a man keep back from God what is right? But you have kept back what is mine. But you say, What have we kept back from you? Tenths and offerings. You are cursed with a curse; for you have kept back from me what is mine, even all this nation. Let your tenths come into the store-house so that there may be food in my house, and put me to the test by doing so, says the Lord of armies, and see if I do not make the windows of heaven open and send down such a blessing on you that there is no room for it.

Commentary on Leviticus 19 Matthew Henry Commentary
Chapter 19
Some ceremonial precepts there are in this chapter, but most of them are moral. One would wonder that when some of the lighter matters of the law are greatly enlarged upon (witness two long chapters concerning the leprosy) many of the weightier matters are put into a little compass: divers of the single verses of this chapter contain whole laws concerning judgment and mercy; for these are things which are manifest in every man's conscience; men's own thoughts are able to explain these, and to comment upon them.
Lev 19:1-10
Moses is ordered to deliver the summary of the laws to all the congregation of the children of Israel (v. 2); not to Aaron and his sons only, but to all the people, for they were all concerned to know their duty. Even in the darker ages of the law, that religion could not be of God which boasted of ignorance as its mother. Moses must make known God's statutes to all the congregation, and proclaim them through the camp. These laws, it is probable, he delivered himself to as many of the people as could be within hearing at once, and so by degrees at several times to them all. Many of the precepts here given they had received before, but it was requisite that they should be repeated, that they might be remembered. Precept must be upon precept, and line upon line, and all little enough. In these verses,
