8 And they made designs, all of them together, to come and make an attack on Jerusalem, causing trouble there.
They have made wise designs against your people, talking together against those whom you keep in a secret place. They have said, Come, let us put an end to them as a nation; so that the name of Israel may go out of man's memory. For they have all come to an agreement; they are all joined together against you: The tents of Edom and the Ishmaelites; Moab and the Hagarites; Gebal and Ammon and Amalek; the Philistines and the people of Tyre; Assur is joined with them; they have become the support of the children of Lot. (Selah.) Do to them what you did to the Midianites; what you did to Sisera and Jabin, at the stream of Kishon: Who came to destruction at En-dor; their bodies became dust and waste. Make their chiefs like Oreb and Zeeb; and all their rulers like Zebah and Zalmunna:
Why are the nations so violently moved, and why are the thoughts of the people so foolish? The kings of the earth have taken their place, and the rulers are fixed in their purpose, against the Lord, and against the king of his selection, saying, Let their chains be broken, and their cords taken from off us.

Commentary on Nehemiah 4 Matthew Henry Commentary
Chapter 4
We left all hands at work for the building of the wall about Jerusalem. But such good work is not wont to be carried on without opposition; now here we are told what opposition was given to it, and what methods Nehemiah took to forward the work, notwithstanding that opposition.
In all this Nehemiah approved himself a man of great wisdom and courage, as well as great piety.

Neh 4:16-23
When the builders had so far reason to think the design of the enemies broken as to return to their work, yet they were not so secure as to lay down their arms, knowing how restless and unwearied they were in their attempts, and that, if one design failed, they would be hatching another. Thus must we watch always against our spiritual enemies, and not expect that our warfare will be accomplished till our work is. See what course Nehemiah took, that the people might hold themselves in a readiness, in case there should be an attack.
