Those whose tents are on the east side, looking to the dawn, will be round the flag of the children of Judah, with Nahshon, the son of Amminadab, as their chief. The number of his army was seventy-four thousand, six hundred. And nearest to him will be the tribe of Issachar, with Nethanel, the son of Zuar, as their chief. The number of his army was fifty-four thousand, four hundred. After him, the tribe of Zebulun, with Eliab, the son of Helon, as their chief. The number of his army was fifty-seven thousand, four hundred. The number of all the armies of Judah was a hundred and eighty-six thousand, four hundred. They go forward first. On the south side is the flag of the children of Reuben, in the order of their armies, with Elizur, the son of Shedeur, as their chief. The number of his army was forty-six thousand, five hundred. And nearest to him, the tribe of Simeon, with Shelumiel, the son of Zurishaddai, as their chief. The number of his army was fifty-nine thousand, three hundred. Then the tribe of Gad, with Eliasaph, son of Reuel, as their chief. The number of his army was forty-five thousand, six hundred and fifty. The number of all the armies of Reuben together came to a hundred and fifty-one thousand, four hundred and fifty. They go forward second. Then the Tent of meeting is to go forward, with the tents of the Levites, in the middle of the armies; in the same order as their tents are placed, they are to go forward, every man under his flag. On the west side will be the flag of the children of Ephraim, with Elishama, the son of Ammihud, as their chief. The number of his army was forty thousand, five hundred. And by him the tribe of Manasseh with Gamaliel, the son of Pedahzur, as their chief. The number of his army was thirty-two thousand, two hundred. Then the tribe of Benjamin, with Abidan, the son of Gideoni, as their chief. The number of his army was thirty-five thousand, four hundred. The number of all the armies of Ephraim was a hundred and eight thousand, one hundred. They go forward third. On the north side will be the flag of the children of Dan, with Ahiezer, the son of Ammishaddai, as their chief. The number of his army was sixty-two thousand, seven hundred. Nearest to him will be the tribe of Asher, with Pagiel, the son of Ochran, as their chief. The number of his army was forty-one thousand, five hundred; Then the tribe of Naphtali, with Ahira, the son of Enan, as their chief. The number of his army was fifty-three thousand, four hundred. The number of all the armies in the tents of Dan was a hundred and fifty-seven thousand, six hundred. They will go forward last, by their flags.
And the chiefs gave an offering for the altar on the day when the holy oil was put on it; they made their offering before the altar. And the Lord said to Moses, Let every chief on his day give his offering to make the altar holy. Then the Kohathites went forward with the holy place; the others put up the House ready for their coming. At the head of the army of the children of Manasseh was Gamaliel, the son of Pedahzur. At the head of the army of the children of Benjamin was Abidan, the son of Gideoni. And the flag of the children of Dan, whose tents were moved last of all, went forward with their armies: and at the head of his army was Ahiezer, the son of Ammishaddai. At the head of the army of the children of Asher was Pagiel, the son of Ochran. And at the head of the army of the children of Naphtali was Ahira, the son of Enan.
Send men to get knowledge about the land of Canaan, which I am giving to the children of Israel; from every tribe of their fathers you are to send a man, every one a chief among them. And Moses sent them from the waste land of Paran as the Lord gave orders, all of them men who were heads of the children of Israel. And you are to take one chief from every tribe to make the distribution of the land. And these are the names of the men: of the tribe of Judah, Caleb, the son of Jephunneh. And of the tribe of the children of Simeon, Shemuel, the son of Ammihud. Of the tribe of Benjamin, Elidad, the son of Chislon. And of the tribe of the children of Dan, a chief, Bukki, the son of Jogli. Now the number of the children of Israel, that is, the heads of families, and the captains of thousands and of hundreds, and the men in authority who were servants of the king in anything to do with the divisions which came in and went out month by month through all the months of the year, in every division were twenty-four thousand. Over the first division for the first month was Ishbaal, the son of Zabdiel; and in his division were twenty-four thousand. He was of the sons of Perez, and the chief of all the captains of the army for the first month. And over the division for the second month was Eleazar, the son of Dodai the Ahohite, the ruler; and in his division were twenty-four thousand. The third captain of the army for the third month was Benaiah, the son of Jehoiada the priest; and in his division were twenty-four thousand. This is the same Benaiah who was the great man of the thirty, chief of the thirty; and in his division was Ammizabad his son. The fourth captain for the fourth month was Asahel, the brother of Joab, and Zebadiah his son after him; and in his division were twenty-four thousand. The fifth captain for the fifth month was Shamhuth the Izrahite; and in his division were twenty-four thousand. The sixth captain for the sixth month was Ira, the son of Ikkesh the Tekoite; and in his division were twenty-four thousand. The seventh captain for the seventh month was Helez the Pelonite, of the sons of Ephraim; and in his division were twenty-four thousand. The eighth captain for the eighth month was Sibbecai the Hushathite, of the Zerahites; and in his division were twenty-four thousand. The ninth captain for the ninth month was Abiezer the Anathothite, of the Benjamites; and in his division were twenty-four thousand. The tenth captain for the tenth month was Maharai the Netophathite, of the Zerahites; and in his division were twenty-four thousand. The eleventh captain for the eleventh month was Benaiah the Pirathonite, of the sons of Ephraim; and in his division were twenty-four thousand. The twelfth captain for the twelfth month was Heldai the Netophathite, of Othniel; and in his division were twenty-four thousand. And over the tribes of Israel: the ruler of the Reubenites was Eliezer, the son of Zichri; of the Simeonites, Shephatiah, the son of Maacah; Of Levi, Hashabiah, the son of Kemuel; of Aaron, Zadok; Of Judah, Elihu, one of the brothers of David; of Issachar, Omri, the son of Michael; Of Zebulun, Ishmaiah, the son of Obadiah; of Naphtali, Jerimoth, the son of Azriel; Of the children of Ephraim, Hoshea, the son of Azaziah; of the half-tribe of Manasseh, Joel, the son of Pedaiah; Of the half-tribe of Manasseh in Gilead, Iddo, the son of Zechariah; of Benjamin, Jaasiel, the son of Abner; Of Dan, Azarel, the son of Jeroham. These were the captains of the tribes of Israel.

Israel was now to be formed into a commonwealth, or rather a kingdom; for "the Lord was their King' (1 Sa. 12:12), their government a theocracy, and Moses under him was king in Jeshurun, Deu. 33:5. Now, for the right settlement of this holy state, next to the institution of good laws was necessary the institution of good order; and account therefore must be taken of the subjects of this kingdom, which is done in this chapter, where we have,

We have here the speedy execution of the orders given for the numbering of the people. It was begun the same day that the orders were given, The first day of the second month; compare v. 18 with v. 1. Note, When any work is to be done for God it is good to set about it quickly, while the sense of duty is strong and pressing. And, for aught that appears, it was but one day's work, for many other things were done between this and the twentieth day of this month, when they removed their camp, ch. 10:11. Joab was almost ten months numbering the people in David's time (2 Sa. 24:8); but then they were dispersed, now they lived closely together; then Satan proposed the doing of it, now God commanded it. It was the sooner and more easily done now because it had been done but a little while ago, and they needed but review the old books, with the alterations since made, which probably they had kept an account of as they occurred.

Some think that when this was their number some months before (Ex. 38:26) the Levites were reckoned with them, but now that tribe was separated for the service of God, yet so many more had by this time attained to the age of twenty years as that still they were the same number, to show that whatever we part with for the honour and service of God it shall certainly be made up to us one way of other.
