27 Then Balak said to Balaam, Come now, I will take you to another place; it may be that God will let you put a curse on them from there.
And Balak said to him, Come with me now into another place from which you will not be able to see them all, but only the outskirts of them; and you will send curses on them from there.
God is not a man, to say what is false; or the son of man, that his purpose may be changed: what he has said, will he not do? and will he not give effect to the words of his mouth? See, I have had orders to give blessing: and he has given a blessing which I have no power to take away.
A man's heart may be full of designs, but the purpose of the Lord is unchanging.
Wisdom and knowledge and wise suggestions are of no use against the Lord.
Making clear from the first what is to come, and from past times the things which have not so far come about; saying, My purpose is fixed, and I will do all my pleasure; Sending for a bird of strong flight from the east, the man of my purpose from a far country; I have said it, and I will give effect to it; the thing designed by me will certainly be done.
For I am the Lord, I am unchanged; and so you, O sons of Jacob, have not been cut off.

Commentary on Numbers 23 Matthew Henry Commentary
Chapter 23
In this chapter we have Balak and Balaam busy at work to do Israel a mischief, and, for ought that appears, neither Moses nor the elders of Israel know any thing of the matter, nor are in a capacity to break the snare; but God, who keeps Israel, and neither slumbers nor sleeps, baffles the attempt, without any intercession or contrivance of theirs.
