3 And he put a new song in my mouth, even praise to our God; numbers have seen it with fear, and put their faith in the Lord.
<Of David. When he made a change in his behaviour before Abimelech, who sent him away, and he went.> I will be blessing the Lord at all times; his praise will be ever in my mouth. My soul will say great things of the Lord: the poor in spirit will have knowledge of it and be glad. O give praise to the Lord with me; let us be witnesses together of his great name. I was searching for the Lord, and he gave ear to my voice, and made me free from all my fears. Let your eyes be turned to him and you will have light, and your faces will not be shamed. This poor man's cry came before the Lord, and he gave him salvation from all his troubles.
And in fear men make public the works of God; and giving thought to his acts they get wisdom. The upright will be glad in the Lord and have hope in him; and all the lovers of righteousness will give him glory.
<Of David.> Give praise to the Lord, O my soul; let everything in me give praise to his holy name. Give praise to the Lord, O my soul; let not all his blessings go from your memory. He has forgiveness for all your sins; he takes away all your diseases; He keeps back your life from destruction, crowning you with mercy and grace. He makes your mouth full of good things, so that your strength is made new again like the eagle's.
And in that day you will say I will give praise to you, O Lord; for though you were angry with me, your wrath is turned away, and I am comforted. See, God is my salvation; I will have faith in the Lord, without fear: for the Lord Jah is my strength and song; and he has become my salvation. So with joy will you get water out of the springs of salvation. And in that day you will say, Give praise to the Lord, let his name be honoured, give word of his doings among the peoples, say that his name is lifted up.
He, having knowledge of the future, was talking of the coming again of Christ from the dead, that he was not kept in hell and his body did not see destruction. This Jesus God has given back to life, of which we all are witnesses. And so, being lifted up to the right hand of God, and having the Father's word that the Holy Spirit would come, he has sent this thing, which now you see and have knowledge of. For David has not gone up into heaven, but says, himself, The Lord said to my Lord, Be seated at my right hand, Till I put all those who are against you under your feet. For this reason, let all Israel be certain that this Jesus, whom you put to death on the cross, God has made Lord and Christ. Now when these words came to their ears their hearts were troubled, and they said to Peter and the other Apostles, Brothers, what are we to do? And Peter said, Let your hearts be changed, every one of you, and have baptism in the name of Jesus Christ, for the forgiveness of your sins; and you will have the Holy Spirit given to you. For the word of God is for you and for your children and for all those who are far off, even all those who may be marked out by the Lord our God. And with more such words he gave his witness, offering them salvation and saying, Come out from this evil generation. Then those who gave hearing to his words had baptism: and about three thousand souls were joined to them that day.
And their voices are sounding in a new song, saying, It is right for you to take the book and to make it open: for you were put to death and have made an offering to God of your blood for men of every tribe, and language, and people, and nation, And have made them a kingdom and priests to our God, and they are ruling on the earth.

Commentary on Psalms 40 Matthew Henry Commentary
Psalm 40
It should seem David penned this psalm upon occasion of his deliverance, by the power and goodness of God, from some great and pressing trouble, by which he was in danger of being overwhelmed; probably it was some trouble of mind arising from a sense of sin and of God's displeasure against him for it; whatever it was, the same Spirit that indited his praises for that deliverance was in him, at the same time, a Spirit of prophecy, testifying of the sufferings of Christ and the glory that should follow; or, ere he was aware, he was led to speak of his undertaking, and the discharge of his undertaking, in words that must be applied to Christ only; and therefore how far the praises that here go before that illustrious prophecy, and the prayers that follow, may safely and profitably be applied to him it will be worth while to consider. In this psalm,
If, in singing this psalm, we mix faith with the prophecy of Christ, and join in sincerity with the praises and prayers here offered up, we make melody wit our hearts to the Lord.
To the chief musician. A psalm of David.
Psa 40:1-5
In these verses we have,
Psa 40:6-10
The psalmist, being struck with amazement at the wonderful works that God had done for his people, is strangely carried out here to foretel that work of wonder which excels all the rest and is the foundation and fountain of all, that of our redemption by our Lord Jesus Christ. God's thoughts, which were to us-ward concerning that work, were the most curious, the most copious, the most gracious, and therefore to be most admired. This paragraph is quoted by the apostle (Heb. 10:5, etc.) and applied to Christ and his undertaking for us. As in the institutions, so in the devotions, of the Old Testament saints were aware of; and, when the apostle would show us the Redeemer's voluntary undertaking of his work, he does not fetch his account out of the book of God's secret counsels, which belong not to us, but from the things revealed. Observe,
Psa 40:11-17
The psalmist, having meditated upon the work of redemption, and spoken of it in the person of the Messiah, now comes to make improvement of the doctrine of his mediation between us and God, and therefore speaks in his own person. Christ having done his Father's will, and finished his work, and given orders for the preaching of the gospel to every creature, we are encouraged to come boldly to the throne of grace, for mercy and grace.
