16 And the Lord their God will be their saviour in that day, giving them food like the flock of his people: for they will be like the jewels of a crown shining over his land.
And you will be a fair crown in the hand of the Lord, and a king's head-dress in the hand of your God.
Be certain that the Lord is God; it is he who has made us, and we are his; we are his people, and the sheep to whom he gives food.
Keep watch over the flock of God which is in your care, using your authority, not as forced to do so, but gladly; and not for unclean profit but with a ready mind; Not as lords over God's heritage, but making yourselves examples to the flock. And at the coming of the chief Keeper of the sheep, you will be given the eternal crown of glory.
My sheep give ear to my voice, and I have knowledge of them, and they come after me:
This is what the Lord of armies has said: In those days, ten men from all the languages of the nations will put out their hands and take a grip of the skirt of him who is a Jew, saying, We will go with you, for it has come to our ears that God is with you.
In that day, says the Lord of armies, I will take you, O Zerubbabel, my servant, the son of Shealtiel, says the Lord, and will make you as a jewelled ring: for I have taken you to be mine, says the Lord of armies.
And in that day, the eyes of the nations will be turned to the root of Jesse which will be lifted up as the flag of the peoples; and his resting-place will be glory. And in that day the hand of the Lord will be stretched out the second time to get back the rest of his people, from Assyria, and from Egypt, and from Pathros, and from Cush, and from Elam, and from Shinar, and from Hamath, and from the sea-lands. And he will put up a flag as a sign to the nations, and he will get together those of Israel who had been sent away, and the wandering ones of Judah, from the four ends of the earth.
And this will be our peace: when the Assyrian comes into our country and his feet are in our land, then we will put up against him seven keepers of the flocks and eight chiefs among men.
I will make my flock safe, and they will no longer be taken away, and I will be judge between sheep and sheep. And I will put over them one keeper, and he will give them food, even my servant David; he will give them food and be their keeper. And I the Lord will be their God and my servant David their ruler; I the Lord have said it. And I will make with them an agreement of peace, and will put an end to evil beasts through all the land: and they will be living safely in the waste land, sleeping in the woods. And I will give the rain at the right time, and I will make the shower come down at the right time; there will be showers of blessing.
For the Lord has given a price for Jacob, and made him free from the hands of him who was stronger than he.
And the sons of those who were cruel to you will come before you with bent heads; and those who made sport of you will go down on their faces at your feet; and you will be named, The Town of the Lord, The Zion of the Holy One of Israel.
And nations will come to your light, and kings to your bright dawn.

Commentary on Zechariah 9 Matthew Henry Commentary
Chapter 9
At this chapter begins another sermon, which is continued to the end of ch. 11. It is called, "The burden of the word of the Lord,' for every word of God has weight in it to those who regard it, and will be a heavy weight upon those who do not, a dead weight. Here is,
Zec 9:1-8
After the precious promises we had in the foregoing chapter of favour to God's people, their persecutors, who hated them, come to be reckoned with, those particularly that bordered close upon them.
Zec 9:9-11
That here begins a prophecy of the Messiah and his kingdom is plain from the literal accomplishment of the ninth verse in, and its express application to, Christ's riding in triumph into Jerusalem, Mt. 21:5; Jn. 12:15.
Zec 9:12-17
The prophet, having taught those that had returned out of captivity to attribute their deliverance to the blood of the covenant and to the promise of the Messiah (for they were so wonderfully helped because that blessing was in them, was yet in the womb of their nation), now comes to encourage them with the prospect of a joyful and happy settlement, and of glorious times before them; and such a happiness they did enjoy, in a great measure, for some time; but these promises have their full accomplishment in the spiritual blessings of the gospel which we enjoy by Jesus Christ.
