17 Is it not wheat-harvest to-day? I will call unto Jehovah, and he will send thunder and rain; and ye shall perceive and see that your wickedness is great which ye have done in the sight of Jehovah in asking for yourselves a king.
And Samuel took a sucking-lamb, and offered it as a whole burnt-offering to Jehovah; and Samuel cried to Jehovah for Israel, and Jehovah answered him. And as Samuel was offering up the burnt-offering, the Philistines advanced to battle against Israel. And Jehovah thundered with a great thunder on that day upon the Philistines, and discomfited them; and they were routed before Israel.
Confess therefore your offences to one another, and pray for one another, that ye may be healed. [The] fervent supplication of the righteous [man] has much power. Elias was a man of like passions to us, and he prayed with prayer that it should not rain; and it did not rain upon the earth three years and six months; and again he prayed, and the heaven gave rain, and the earth caused its fruit to spring forth.

Chapter 12
We left the general assembly of the states together, in the close of the foregoing chapter; in this chapter we have Samuel's speech to them, when he resigned the government into the hands of Saul, in which,

Samuel, having sufficiently secured his own reputation, instead of upbraiding the people upon it with their unkindness to him, sets himself to instruct them, and keep them in the way of their duty, and then the change of the government would be the less damage to them.
