11 He hath stretched out his hand over the sea, he shaketh the kingdoms. Jehovah hath given a commandment concerning Canaan, to destroy the strongholds thereof,
And Tyre hath built herself a stronghold, and hath heaped up silver as the dust, and fine gold as the mire of the streets. Behold, the Lord will take possession of her, and he will smite her power in the sea; and she shall be devoured with fire.
And Moses stretched out his hand over the sea; and Jehovah made the sea go [back] by a strong east wind all the night, and made the sea dry [land], and the waters were divided.
By reason of the abundance of his horses their dust shall cover thee; thy walls shall shake at the noise of the horsemen, and of the wheels, and of the chariots, when he shall enter through thy gates, as a city is entered into, wherein is made a breach.
and said to the sellers of doves, Take these things hence; make not my Father's house a house of merchandise.
And he taught saying to them, Is it not written, My house shall be called a house of prayer for all the nations? but *ye* have made it a den of robbers.
and I will shake all nations, and the desire of all nations shall come; and I will fill this house with glory, saith Jehovah of hosts.
And Jehovah hath given commandment concerning thee, that no more of thy name be sown: out of the house of thy god will I cut off the graven image, and the molten image: I will prepare thy grave; for thou art vile.
I made the nations to shake at the sound of his fall, when I cast him down to Sheol, with them that go down into the pit; and all the trees of Eden, the choice and best of Lebanon, all that drink water, were comforted in the lower parts of the earth.
In the time [when] thou art broken by the seas, in the depths of the waters, thy merchandise and all thine assemblage in the midst of thee have fallen. All the inhabitants of the isles are amazed at thee, and their kings are horribly afraid, [their] countenance is troubled.
Thus saith the Lord Jehovah to Tyre: Shall not the isles shake at the sound of thy fall, when the wounded groan, when the slaughter is made in the midst of thee? And all the princes of the sea shall come down from their thrones, and lay aside their robes, and put off their broidered garments: they shall clothe themselves with trembling, they shall sit upon the ground, and shall tremble [every] moment, and be astonied because of thee. And they shall take up a lamentation for thee, and say to thee, How hast thou perished, that wast inhabited from the seas, O renowned city, which wast strong in the sea, -- she and her inhabitants, who caused their terror to be on all them that dwell therein! Now shall the isles tremble in the day of thy fall; and the isles that are in the sea shall be troubled at thy departure. For thus saith the Lord Jehovah: When I shall make thee a desolate city, like the cities that are not inhabited; when I bring up the deep upon thee, and the great waters cover thee:
And he said, Cursed be Canaan; Let him be a bondman of bondmen to his brethren.
How shouldest thou be quiet? -- For Jehovah hath given it a charge: against Ashkelon, and against the sea shore, there hath he appointed it.
And on great waters, the seed of Shihor, the harvest of the Nile, was her revenue; and she was the market of the nations.
They that see thee shall narrowly look upon thee; they shall consider thee, [saying,] Is this the man that made the earth to tremble, that shook kingdoms; [that] made the world as a wilderness, and overthrew the cities thereof; [that] dismissed not his prisoners homewards?
And they shall go into the caves of the rocks, and into the holes of the earth, from before the terror of Jehovah, and from the glory of his majesty, when he shall arise to terrify the earth.
Be to me a rock of habitation, whereunto I may continually resort: thou hast given commandment to save me; for thou art my rock and my fortress.
And by the breath of thy nostrils the waters were heaped up; The streams stood as a mound; The depths were congealed in the heart of the sea. The enemy said, I will pursue, I will overtake, I will divide the spoil; my soul shall be sated upon them; I will unsheath my sword, my hand shall dispossess them. Thou didst blow with thy breath, the sea covered them; They sank as lead in the mighty waters.
-- And Canaan begot Sidon, his firstborn, and Heth, and the Jebusite, and the Amorite, and the Girgashite, and the Hivite, and the Arkite, and the Sinite, and the Arvadite, and the Zemarite, and the Hamathite. And afterwards the families of the Canaanites spread themselves abroad. And the border of the Canaanite was from Sidon, as one goes to Gerar, up to Gazah; as one goes to Sodom, and Gomorrah, and Admah, and Zeboim, up to Lesha.

Commentary on Isaiah 23 Matthew Henry Commentary
Chapter 23
This chapter is concerning Tyre, an ancient wealthy city, situated upon the sea, and for many ages one of the most celebrated cities for trade and merchandise in those parts of the world. The lot of the tribe of Asher bordered upon it. See Joshua 19:29, where it is called "the strong city Tyre.'
