19 For the people shall dwell in Zion, at Jerusalem. Thou shalt weep no more; he will be very gracious unto thee at the voice of thy cry; as he heareth it, he will answer thee.
Ask, and it shall be given to you. Seek, and ye shall find. Knock, and it shall be opened to you. For every one that asks receives; and he that seeks finds; and to him that knocks it shall be opened. Or what man is there of you who, if his son shall ask of him a loaf of bread, will give him a stone; and if he ask a fish, will give him a serpent? If therefore *ye*, being wicked, know [how] to give good gifts to your children, how much rather shall your Father who is in the heavens give good things to them that ask of him?
The Spirit of the Lord Jehovah is upon me, because Jehovah hath anointed me to announce glad tidings unto the meek; he hath sent me to bind up the broken-hearted, to proclaim liberty to the captives, and opening of the prison to them that are bound; to proclaim the acceptable year of Jehovah, and the day of vengeance of our God; to comfort all that mourn; to appoint unto them that mourn in Zion, that beauty should be given unto them instead of ashes, the oil of joy instead of mourning, the garment of praise instead of the spirit of heaviness: that they might be called terebinths of righteousness, the planting of Jehovah, that he may be glorified.
Exult, O daughter of Zion; shout, O Israel; rejoice and be glad with all the heart, O daughter of Jerusalem: Jehovah hath taken away thy judgments, he hath cast out thine enemy; the King of Israel, Jehovah, is in the midst of thee; thou shalt not see evil any more. In that day it shall be said to Jerusalem, Fear not; Zion, let not thy hands be slack. Jehovah thy God is in thy midst, a mighty one that will save: he will rejoice over thee with joy; he will rest in his love; he will exult over thee with singing. I will gather them that sorrow for the solemn assemblies, who were of thee: the reproach of it was a burden [unto them]. Behold, at that time I will deal with all them that afflict thee; and I will save her that halted, and gather her that was driven out; and I will make them a praise and a name in all the lands where they have been put to shame. At that time will I bring you, yea, at the time that I gather you; for I will make you a name and a praise, among all the peoples of the earth, when I shall turn again your captivity before your eyes, saith Jehovah.
Therefore thus saith Jehovah: I am returned to Jerusalem with mercies: my house shall be built in it, saith Jehovah of hosts, and the line shall be stretched forth upon Jerusalem. Cry further, saying, Thus saith Jehovah of hosts: My cities shall yet overflow with prosperity, and Jehovah shall yet comfort Zion, and shall yet choose Jerusalem.
and said unto him, Run, speak to this young man, saying, Jerusalem shall be inhabited as towns without walls for the multitude of men and cattle therein; and I, saith Jehovah, I will be unto her a wall of fire round about, and will be the glory in the midst of her. Ho, ho! flee from the land of the north, saith Jehovah; for I have scattered you abroad as the four winds of the heavens, saith Jehovah. Ho! escape, Zion, that dwellest with the daughter of Babylon.
Thus saith Jehovah: I am returned unto Zion, and will dwell in the midst of Jerusalem; and Jerusalem shall be called, The city of truth; and the mountain of Jehovah of hosts, The holy mountain. Thus saith Jehovah of hosts: There shall yet old men and old women sit in the streets of Jerusalem, each one with his staff in his hand for multitude of days. And the streets of the city shall be full of boys and girls playing in the streets thereof. Thus saith Jehovah of hosts: If it be wonderful in the eyes of the remnant of this people in those days, should it also be wonderful in mine eyes? saith Jehovah of hosts. Thus saith Jehovah of hosts: Behold, I will save my people from the east country and from the west country; and I will bring them, and they shall dwell in the midst of Jerusalem; and they shall be my people, and I will be their God, in truth and in righteousness.
And this is the boldness which we have towards him, that if we ask him anything according to his will he hears us. And if we know that he hears us, whatsoever we ask, we know that we have the petitions which we have asked of him.
And with joy shall ye draw water out of the wells of salvation. And in that day shall ye say, Give ye thanks to Jehovah, call upon his name, declare his deeds among the peoples, make mention that his name is exalted. Sing psalms of Jehovah, for he hath done excellent things: this is known in all the earth. Cry out and shout, thou inhabitress of Zion; for great is the Holy One of Israel in the midst of thee.
For Jehovah hath called thee as a woman forsaken and grieved in spirit, and as a wife of youth, that hath been refused, saith thy God. For a small moment have I forsaken thee; but with great mercies will I gather thee. In the outpouring of wrath have I hid my face from thee for a moment; but with everlasting loving-kindness will I have mercy on thee, saith Jehovah, thy Redeemer. For this is [as] the waters of Noah unto me, since I have sworn that the waters of Noah should no more go over the earth: so have I sworn that I will no more be wroth with thee, nor rebuke thee. For the mountains shall depart, and the hills be removed; but my loving-kindness shall not depart from thee, neither shall my covenant of peace be removed, saith Jehovah, that hath mercy on thee. [Thou] afflicted, tossed with tempest, not comforted! Behold, I will set thy stones in antimony, and lay thy foundations with sapphires; and I will make thy battlements of rubies, and thy gates of carbuncles, and all thy borders of precious stones. And all thy children [shall be] taught of Jehovah, and great shall be the peace of thy children. In righteousness shalt thou be established: thou shalt be far from oppression, for thou shalt not fear; and from terror, for it shall not come near thee.
For I know the thoughts that I think toward you, saith Jehovah, thoughts of peace, and not of evil, to give you in your latter end a hope. And ye shall call upon me, and ye shall go and pray unto me, and I will hearken unto you; and ye shall seek me and find me, for ye shall search for me with all your heart,
In those days, and at that time, saith Jehovah, the children of Israel shall come, they and the children of Judah together, going and weeping as they go, and shall seek Jehovah their God. They shall inquire concerning Zion, with their faces thitherward, [saying,] Come, and let us join ourselves to Jehovah, in an everlasting covenant that shall not be forgotten.
And they shall dwell in the land that I have given unto Jacob my servant, wherein your fathers have dwelt; and they shall dwell therein, they, and their children, and their children's children for ever: and David my servant shall be their prince for ever. And I will make a covenant of peace with them: it shall be an everlasting covenant with them; and I will place them, and multiply them, and will set my sanctuary in the midst of them for ever. And my tabernacle shall be over them; and I will be their God, and they shall be my people. And the nations shall know that I Jehovah do hallow Israel, when my sanctuary shall be in the midst of them for ever.

Commentary on Isaiah 30 Matthew Henry Commentary
Chapter 30
The prophecy of this chapter seems to relate (as that in the foregoing chapter) to the approaching danger of Jerusalem and desolations of Judah by Sennacherib's invasion. Here is,
Isa 30:1-7
It was often the fault and folly of the people of the Jews that, when they were insulted by their neighbours on one side, they sought for succour from their neighbours on the other side, instead of looking up to God and putting their confidence in him. Against the Israelites they sought to the Syrians, 2 Chr. 16:2, 3. Against the Syrians they sought to the Assyrians, 2 Ki. 16:7. Against the Assyrians they here sought to the Egyptians, and Rabshakeh upbraided them with so doing, 2 Ki. 18:21. Now observe here,
Isa 30:8-17
Here,
Isa 30:18-26
The closing words of the foregoing paragraph (You shall be left as a beacon upon a mountain) some understand as a promise that a remnant of them should be reserved as monuments of mercy; and here the prophet tells them what good times should succeed these calamities. Or the first words in this paragraph may be read by way of antithesis, Notwithstanding this, yet will the Lord wait that he may be gracious. The prophet, having shown that those who made Egypt their confidence would be ashamed of it, here shows that those who sat still and made God alone their confidence would have the comfort of it. It is matter of comfort to the people of God, when the times are very bad, that all will be well yet, well with those that fear God, when we say to the wicked, It shall be ill with you.
Isa 30:27-33
This terrible prediction of the ruin of the Assyrian army, though it is a threatening to them, is part of the promise to the Israel of God, that God would not only punish the Assyrians for the mischief they had done to the Israel of God, but would disable and deter them from doing the like again; and this prediction, which would now shortly be accomplished, would ratify and confirm the foregoing promises, which should be accomplished in the latter days. Here is,
