2 saying, There was a judge in a city, not fearing God and not respecting man:
But do thou provide among all the people able men, such as fear God, men of truth, hating covetousness; and place [them] over them, chiefs of thousands, chiefs of hundreds, chiefs of fifties, and chiefs of tens, that they may judge the people at all times; and it shall be [that] they shall bring to thee every great matter, and that they shall judge every small matter, and they shall lighten [the task] on thee, and they shall bear [it] with thee.
Nevertheless there are good things found in thee; for thou hast put away the Asherahs out of the land, and hast directed thy heart to seek God. And Jehoshaphat dwelt in Jerusalem; and he went out again among the people from Beer-sheba to mount Ephraim, and brought them back to Jehovah the God of their fathers. And he set judges in the land throughout the fortified cities of Judah, city by city. And he said to the judges, Take heed what ye do; for ye judge not for man, but for Jehovah, who will be with you in the matter of judgment. And now, let the terror of Jehovah be upon you; be careful what ye do, for there is no iniquity with Jehovah, nor respect of persons, nor taking of presents. -- And moreover in Jerusalem did Jehoshaphat set some of the Levites and priests, and of the chief fathers of Israel, for the judgment of Jehovah and for causes. -- And they returned to Jerusalem. And he charged them saying, Thus shall ye do in the fear of Jehovah faithfully and with a perfect heart.
When I went out to the gate by the city, when I prepared my seat on the broadway, The young men saw me, and hid themselves; and the aged arose [and] stood up; Princes refrained from talking, and laid the hand on their mouth; The voice of the nobles was hushed, and their tongue cleaved to their palate. When the ear heard [me], then it blessed me, and when the eye saw [me], it gave witness to me; For I delivered the afflicted that cried, and the fatherless who had no helper. The blessing of him that was perishing came upon me, and I caused the widow's heart to sing for joy. I put on righteousness, and it clothed me; my justice was as a mantle and a turban. I was eyes to the blind, and feet was I to the lame; I was a father to the needy, and the cause which I knew not I searched out; And I broke the jaws of the unrighteous, and plucked the spoil out of his teeth.

Out of the mouth of babes and sucklings hast thou established praise because of thine adversaries, to still the enemy and the avenger. When I see thy heavens, the work of thy fingers, the moon and stars, which thou hast established; What is man, that thou art mindful of him? and the son of man, that thou visitest him?
Behold, the princes of Israel have been in thee to shed blood, each according to his power. In thee have they made light of father and mother; in the midst of thee have they dealt by oppression with the stranger; in thee have they vexed the fatherless and the widow. Thou hast despised my holy things, and hast profaned my sabbaths.
And I said, Hear, I pray you, ye heads of Jacob, and princes of the house of Israel: Is it not for you to know judgment? Ye who hate the good, and love evil; who pluck off their skin from them, and their flesh from off their bones; and who eat the flesh of my people, and flay their skin from off them, and break their bones, and chop them in pieces as for the pot, and as flesh within the cauldron.
whose mouth is full of cursing and bitterness; swift their feet to shed blood; ruin and misery [are] in their ways, and way of peace they have not known: there is no fear of God before their eyes.
He judged the cause of the poor and needy; then it was well. Was not this to know me? saith Jehovah. But thine eyes and thy heart are only on thine extortion, and on the blood of the innocent, to shed it, and on oppression and on violence, to do it.

Luk 18:1-8
This parable has its key hanging at the door; the drift and design of it are prefixed. Christ spoke it with this intent, to teach us that men ought always to pray and not to faint, v. 1. It supposes that all God's people are praying people; all God's children keep up both a constant and an occasional correspondence with him, send to him statedly, and upon every emergency. It is our privilege and honour that we may pray. It is our duty; we ought to pray, we sin if we neglect it. It is to be our constant work; we ought always to pray, it is that which the duty of every day requires. We must pray, and never grow weary of praying, nor think of leaving it off till it comes to be swallowed up in everlasting praise. But that which seems particularly designed here is to teach us constancy and perseverance in our requests for some spiritual mercies that we are in pursuit of, relating either to ourselves or to the church of God. When we are praying for strength against our spiritual enemies, our lusts and corruptions, which are our worst enemies, we must continue instant in prayer, must pray and not faint, for we shall not seek God's face in vain. So we must likewise in our prayers for the deliverance of the people of God out of the hands of their persecutors and oppressors.

The scope of this parable likewise is prefixed to it, and we are told (v. 9) who they were whom it was levelled at, and for whom it was calculated. He designed it for the conviction of some who trusted in themselves that they were righteous, and despised others. They were such as had,
Luk 18:15-17
This passage of story we had both in Matthew and Mark; it very fitly follows here after the story of the publican, as a confirmation of the truth which was to be illustrated by that parable, that those shall be accepted with God, and honoured, who humble themselves, and for them Christ has blessings in store, the choicest and best of blessings. Christ came not only to bring light to a dark world, and so to set before us the objects we are to have in view, but also to give sight to blind souls, and by healing the organ to enable them to view those objects. As a token of this, he cured many of their bodily blindness: we have now an account of one to whom he gave sight near Jericho. Mark gives us an account of one, and names him, whom he cured as he went out of Jericho, Mk. 10:46. Matthew speaks of two whom he cured as they departed from Jericho, Mt. 20:30. Luke says it was en toµ engizein auton-when he was near to Jericho, which might be when he was going out of it as well as when he was coming into it. Observe,
