7 and I will make her that halted a remnant, and her that was cast far off a strong nation; and Jehovah shall reign over them in mount Zion, from henceforth even for ever.
And the remnant of Jacob shall be in the midst of many peoples as dew from Jehovah, as showers upon the grass, that tarrieth not for man, neither waiteth for the sons of men. And the remnant of Jacob shall be among the nations, in the midst of many peoples, as a lion among the beasts of the forest, as a young lion among the flocks of sheep: who, if he go through, treadeth down, and teareth in pieces, and there is none to deliver.
For I have bent Judah for me, I have filled the bow with Ephraim; and I will raise up thy sons, O Zion, against thy sons, O Greece, and make thee like the sword of a mighty man. And Jehovah shall be seen over them, and his arrow shall go forth as the lightning; and the Lord Jehovah will blow the trumpet, and will march with whirlwinds of the south. Jehovah of hosts will defend them; and they shall devour, and shall tread down the sling-stones; and they shall drink, [and] make a noise as from wine; and they shall be filled like a bowl, like the corners of the altar. And Jehovah their God shall save them in that day as the flock of his people; for [they shall be as] the stones of a crown, lifted up upon his land. For how great is his goodness, and how great is his beauty! Corn shall make the young men flourish, and new wine the maidens.
For I do not wish you to be ignorant, brethren, of this mystery, that ye may not be wise in your own conceits, that blindness in part is happened to Israel, until the fulness of the nations be come in; and so all Israel shall be saved. According as it is written, The deliverer shall come out of Zion; he shall turn away ungodliness from Jacob. And this is the covenant from me to them, when I shall have taken away their sins.
Thus, then, in the present time also there has been a remnant according to election of grace. But if by grace, no longer of works: since [otherwise] grace is no more grace.
And they shall be as mighty men, treading down the mire of the streets in the battle; and they shall fight, for Jehovah is with them, and the riders on horses shall be put to shame. And I will strengthen the house of Judah, and I will save the house of Joseph, and I will bring them back again; for I will have mercy upon them; and they shall be as though I had not cast them off: for I am Jehovah their God, and I will answer them. And [they of] Ephraim shall be like a mighty man, and their hearts shall rejoice as through wine; and their children shall see [it], and rejoice; their heart shall be joyful in Jehovah. I will hiss for them, and gather them; for I have redeemed them: and they shall multiply as they used to multiply. And I will sow them among the peoples, and they shall remember me in far countries; and they shall live with their children and return. And I will bring them again out of the land of Egypt, and gather them out of Assyria; and I will bring them into the land of Gilead and Lebanon; and [place] shall not be found for them. And he shall pass through the sea of affliction, and shall smite the billows in the sea, and all the depths of the Nile shall dry up; and the pride of Assyria shall be brought down, and the sceptre of Egypt shall depart away. And I will strengthen them in Jehovah; and they shall walk in his name, saith Jehovah.
And thou shalt say in thy heart, Who hath borne me these, seeing I had lost my children and was desolate, an exile, and driven about? and who hath brought up these? behold, I was left alone; these, where were they? Thus saith the Lord Jehovah: Behold, I will lift up my hand to the nations, and set up my banner to the peoples; and they shall bring thy sons in [their] bosom, and thy daughters shall be carried upon the shoulder. And kings shall be thy nursing-fathers, and their princesses thy nursing-mothers: they shall bow down to thee with the face toward the earth, and lick up the dust of thy feet. And thou shalt know that I [am] Jehovah; for they shall not be ashamed who wait on me.
And it shall come to pass in that day, [that] the Lord shall set his hand again the second time to acquire the remnant of his people which shall be left, from Assyria, and from Egypt, and from Pathros, and from Cush, and from Elam, and from Shinar, and from Hamath, and from the islands of the sea. And he shall lift up a banner to the nations, and shall assemble the outcasts of Israel, and gather together the dispersed of Judah from the four corners of the earth. And the envy of Ephraim shall depart, and the troublers of Judah shall be cut off; Ephraim will not envy Judah, and Judah will not trouble Ephraim: but they shall fly upon the shoulder of the Philistines towards the west; together shall they spoil the sons of the east; they shall lay their hand upon Edom and Moab, and the children of Ammon shall obey them. And Jehovah will utterly destroy the tongue of the Egyptian sea; and with his mighty wind will he shake his hand over the river, and will smite it into seven streams, and make [men] go over dryshod. And there shall be a highway for the remnant of his people which will be left, from Assyria; like as it was to Israel in the day when he went up out of the land of Egypt.
The remnant shall return, the remnant of Jacob, unto the mighty ùGod. For though thy people Israel be as the sand of the sea, [only] a remnant of them shall return: the consumption determined shall overflow in righteousness.
For unto us a child is born, unto us a son is given; and the government shall be upon his shoulder; and his name is called Wonderful, Counsellor, Mighty ùGod, Father of Eternity, Prince of Peace. Of the increase of his government and of peace there shall be no end, upon the throne of David and over his kingdom, to establish it, and to uphold it with judgment and with righteousness, from henceforth even for ever. The zeal of Jehovah of hosts will perform this.

Commentary on Micah 4 Keil & Delitzsch Commentary
Glorification of the House of the Lord, and Restoration of the Dominion of Zion - Micah 4:1-13
Zion will eventually be exalted from the deepest degradation to the highest glory. This fundamental thought of the announcement of salvation contained in Micah 4:1-13 and Micah 5:1-15 is carried out thus far in Micah 4:1-13 : the first section (Micah 4:1-7) depicts the glorification of the temple mountain by the streaming of the heathen nations to it to hear the law of the Lord, and the blessing which Israel and the nations will derive therefrom; and the second section (Micah 4:8-13) describes the restoration of the dominion of Zion from its fallen condition through the redemption of the nation out of Babel, and its victorious conflict with the nations of the world.
The promise of salvation opens, in closest connection with the destruction of Jerusalem and of the temple, with a picture of the glory awaiting in the remotest future the temple mountain, which has now become a wild forest-height. Micah 4:1. “And it comes to pass at the end of the days, that the mountain of Jehovah's house will be established on the head of the mountains, and it will be exalted above the hills, and nations stream to it. Micah 4:2. And many nations go, and say, Up, let us go up to the mountain of Jehovah, and to the house of the God of Jacob, that He may teach us of His ways, and we may walk in His paths: for from Zion will law go forth, and the word of Jehovah from Jerusalem. Micah 4:3. And He will judge between many nations, and pronounce sentence on strong nations afar off; and they forge their swords into coulters, and their spears into pruning-hooks: nation will not lift up sword against nation, nor will they learn war any more. Micah 4:4. And they will sit, every one under his vine, and under his fig-tree, and no one will make them afraid: for the mouth of Jehovah of hosts hath spoken it.”
