9 Therefore, [as] I live, saith Jehovah of hosts, the God of Israel, Moab shall certainly be as Sodom, and the children of Ammon as Gomorrah, a possession of nettles, and salt-pits, and a perpetual desolation; the remnant of my people shall spoil them, and the residue of my nation shall possess them.
The burden of Moab: For in the night of being laid waste, Ar of Moab is destroyed; for in the night of being laid waste, Kir of Moab is destroyed! He is gone up to Bajith, and to Dibon, to the high places, to weep; Moab howleth over Nebo, and over Medeba; on all their heads is baldness, every beard is cut off. In their streets they are girded with sackcloth; on their roofs, and in their broadways, every one howleth, melted into tears. And Heshbon crieth, and Elealeh: their voice is heard unto Jahaz. Therefore the armed men of Moab cry out: his soul trembleth in him. My heart crieth out for Moab; their fugitives [have fled] unto Zoar, unto Eglath-Sheli-shijah: for by the ascent of Luhith, with weeping they go up by it; for in the way of Horonaim they raise up a cry of destruction. For the waters of Nimrim shall be desolate; for the herbage is withered away, the grass hath failed, there is no green thing. Therefore the abundance they have gotten, and that which they have laid up, do they carry away to the torrent of the willows. For the cry goeth round about the borders of Moab; the howling thereof unto Eglaim, and the howling thereof unto Beer-elim. For the waters of Dimon are full of blood, for I will lay yet more upon Dimon: a lion upon them that are escaped of Moab, and upon that which remaineth of the land.
Egypt shall be a desolation, and Edom shall be a desolate wilderness, for the violence against the children of Judah, in that they have shed innocent blood in their land. But Judah shall abide for ever, and Jerusalem from generation to generation.
And the remnant of Jacob shall be in the midst of many peoples as dew from Jehovah, as showers upon the grass, that tarrieth not for man, neither waiteth for the sons of men. And the remnant of Jacob shall be among the nations, in the midst of many peoples, as a lion among the beasts of the forest, as a young lion among the flocks of sheep: who, if he go through, treadeth down, and teareth in pieces, and there is none to deliver.
And Jehovah rained on Sodom and Gomorrah brimstone and fire from Jehovah out of heaven, and overthrew those cities, and all the plain, and all the inhabitants of the cities, and what grew upon the ground.
And the word of Jehovah came unto me, saying, Son of man, set thy face against the children of Ammon, and prophesy against them; and say unto the children of Ammon, Hear the word of the Lord Jehovah. Thus saith the Lord Jehovah: Because thou saidst, Aha, against my sanctuary, when it was profaned; and against the land of Israel, when it was made desolate; and against the house of Judah, when they went into captivity: therefore behold, I will give thee to the children of the east for a possession, and they shall set their encampments in thee, and make their dwellings in thee; they shall eat thy fruits, and they shall drink thy milk. And I will make Rabbah a pasture for camels, and the children of Ammon a couching-place for flocks: and ye shall know that I [am] Jehovah. For thus saith the Lord Jehovah: Because thou hast clapped the hands, and stamped with the feet, and rejoiced with all the despite of thy soul against the land of Israel; therefore behold, I will stretch out my hand upon thee, and will give thee for a spoil to the nations; and I will cut thee off from the peoples, and I will cause thee to perish out of the countries: I will destroy thee, and thou shalt know that I [am] Jehovah. Thus saith the Lord Jehovah: Because Moab and Seir do say, Behold, the house of Judah is like unto all the nations, therefore behold, I will open the side of Moab from the cities, from his cities even to the last of them, the glory of the country, Beth-jeshimoth, Baal-meon, and Kirjathaim, unto the children of the east, with [the land of] the children of Ammon; and I will give it them for a possession, that the children of Ammon may not be remembered among the nations: and I will execute judgments upon Moab, and they shall know that I [am] Jehovah. Thus saith the Lord Jehovah: Because Edom hath dealt against the house of Judah by taking vengeance, and hath made himself very guilty, and revenged himself upon them, therefore thus saith the Lord Jehovah: I will also stretch out my hand upon Edom; and will cut off man and beast from it; and I will make it desolate from Teman; and unto Dedan shall they fall by the sword. And I will execute my vengeance upon Edom, by the hand of my people Israel; and they shall do in Edom according to mine anger and according to my fury; and they shall know my vengeance, saith the Lord Jehovah. Thus saith the Lord Jehovah: Because the Philistines have dealt by revenge, and have taken vengeance with despite of soul, to destroy, from old hatred; therefore thus saith the Lord Jehovah: Behold, I stretch out my hands upon the Philistines, and I will cut off the Kerethites, and cause the remnant of the sea-coast to perish. And I will execute great vengeance upon them with furious rebukes; and they shall know that I [am] Jehovah, when I shall lay my vengeance upon them.
And the torrents thereof shall be turned into pitch, and its dust into brimstone; yea, the land thereof shall become burning pitch: it shall not be quenched night nor day; the smoke thereof shall go up for ever: from generation to generation it shall lie waste; none shall pass through it for ever and ever. And the pelican and the bittern shall possess it, and the great owl and the raven shall dwell in it. And he shall stretch out upon it the line of waste, and the plummets of emptiness. Of her nobles who should proclaim the kingdom, none are there; and all her princes shall be nought. And thorns shall come up in her palaces, nettles and brambles in her fortresses; and it shall be a dwelling-place of wild dogs, a court for ostriches.
And Babylon, the glory of kingdoms, the beauty of the Chaldeans' pride, shall be as when God overthrew Sodom and Gomorrah. It shall never be inhabited, neither shall it be dwelt in, even to generation and generation; nor shall Arabian pitch tent there, nor shepherds make fold there.

Commentary on Zephaniah 2 Matthew Henry Commentary
Chapter 2
In this chapter we have,
All these shall drink of the same cup of trembling that is put into the hands of God's people, as was also foretold by other prophets before and after.
Zep 2:1-3
Here we see what the prophet meant in that terrible description of the approaching judgments which we had in the foregoing chapter. From first to last his design was, not to drive the people to despair, but to drive them to God and to their duty-not to frighten them out of their wits, but to frighten them out of their sins. In pursuance of that he here calls them to repentance, national repentance, as the only way to prevent national ruin. Observe,
Zep 2:4-7
The prophet here comes to foretel what share the neighbouring nations should have in the destruction made upon those parts of the world by Nebuchadnezzar and his victorious Chaldees, as others of the prophets did at that time, which is designed,
In these verses we have the doom of the Philistines, who were near neighbours, and old enemies, to the people of Israel. Five lordships there were in that country; only four are here named-Gaza and Ashkelon, Ashdod and Ekron; Gath, the fifth, is not named, some think because it was now subject to Judah. They were the inhabitants of the sea-coasts (v. 5), for their country lay upon the Great Sea. The nation of the Cherethites is here joined with them, which bordered upon them (1 Sa. 30:14) and fell with them, as is foretold also, Eze. 25:16. The Philistines' land is here called Canaan, for it belonged to that country which God gave to his people Israel, and was inserted in the grant made to them, Jos. 13:3. This land is yet to be possessed (five lords of the Philistines), so that they wrongfully kept Israel out of the possession of it (Jdg. 3:3), which is now remembered against them. For, though the rights of others may be long detained unjustly, the righteous God will at length avenge the wrong.
Zep 2:8-11
The Moabites and Ammonites were both of the posterity of Lot; their countries joined, and, both adjoining to Israel, they are here put together in the prophecy against them.
Zep 2:12-15
The cup is going round, when Nebuchadnezzar is going on conquering and to conquer; and not only Israel's near neighbours, but those that lay more remote, must be reckoned with for the wrongs they have done to God's people; the Ethiopians and the Assyrians are here taken to task.
