1 Woe to the land shadowing with wings, which is beyond the rivers of Ethiopia:
2 That sendeth ambassadors by the sea, even in vessels of bulrushes upon the waters, saying, Go, ye swift messengers, to a nation scattered and peeled, to a people terrible from their beginning hitherto; a nation meted out and trodden down, whose land the rivers have spoiled!
3 All ye inhabitants of the world, and dwellers on the earth, see ye, when he lifteth up an ensign on the mountains; and when he bloweth a trumpet, hear ye.
4 For so the LORD said unto me, I will take my rest, and I will consider in my dwelling place like a clear heat upon herbs, and like a cloud of dew in the heat of harvest.
5 For afore the harvest, when the bud is perfect, and the sour grape is ripening in the flower, he shall both cut off the sprigs with pruning hooks, and take away and cut down the branches.
6 They shall be left together unto the fowls of the mountains, and to the beasts of the earth: and the fowls shall summer upon them, and all the beasts of the earth shall winter upon them.
7 In that time shall the present be brought unto the LORD of hosts of a people scattered and peeled, and from a people terrible from their beginning hitherto; a nation meted out and trodden under foot, whose land the rivers have spoiled, to the place of the name of the LORD of hosts, the mount Zion.
1 Woe H1945 to the land H776 shadowing H6767 with wings, H3671 which is beyond H5676 the rivers H5104 of Ethiopia: H3568
2 That sendeth H7971 ambassadors H6735 by the sea, H3220 even in vessels H3627 of bulrushes H1573 upon H6440 the waters, H4325 saying, Go, H3212 ye swift H7031 messengers, H4397 to a nation H1471 scattered H4900 and peeled, H4178 to a people H5971 terrible H3372 from their beginning hitherto; H1973 a nation H1471 meted out H6978 and trodden down, H4001 whose land H776 the rivers H5104 have spoiled! H958
3 All ye inhabitants H3427 of the world, H8398 and dwellers H7931 on the earth, H776 see H7200 ye, when he lifteth up H5375 an ensign H5251 on the mountains; H2022 and when he bloweth H8628 a trumpet, H7782 hear H8085 ye.
4 For so H3541 the LORD H3068 said H559 unto me, I will take my rest, H8252 and I will consider H5027 in my dwelling place H4349 like a clear H6703 heat H2527 upon herbs, H216 and like a cloud H5645 of dew H2919 in the heat H2527 of harvest. H7105
5 For afore H6440 the harvest, H7105 when the bud H6525 is perfect, H8552 and the sour grape H1155 is ripening H1580 in the flower, H5328 he shall both cut off H3772 the sprigs H2150 with pruning hooks, H4211 and take away H5493 and cut down H8456 the branches. H5189
6 They shall be left H5800 together H3162 unto the fowls H5861 of the mountains, H2022 and to the beasts H929 of the earth: H776 and the fowls H5861 shall summer H6972 upon them, and all the beasts H929 of the earth H776 shall winter H2778 upon them.
7 In that time H6256 shall the present H7862 be brought H2986 unto the LORD H3068 of hosts H6635 of a people H5971 scattered H4900 and peeled, H4178 and from a people H5971 terrible H3372 from their beginning hitherto; H1973 a nation H1471 meted out H6978 and trodden under foot, H4001 whose land H776 the rivers H5104 have spoiled, H958 to the place H4725 of the name H8034 of the LORD H3068 of hosts, H6635 the mount H2022 Zion. H6726
1 Ah, the land of the rustling of wings, which is beyond the rivers of Ethiopia;
2 that sendeth ambassadors by the sea, even in vessels of papyrus upon the waters, `saying', Go, ye swift messengers, to a nation tall and smooth, to a people terrible from their beginning onward, a nation that meteth out and treadeth down, whose land the rivers divide!
3 All ye inhabitants of the world, and ye dwellers on the earth, when an ensign is lifted up on the mountains, see ye; and when the trumpet is blown, hear ye.
4 For thus hath Jehovah said unto me, I will be still, and I will behold in my dwelling-place, like clear heat in sunshine, like a cloud of dew in the heat of harvest.
5 For before the harvest, when the blossom is over, and the flower becometh a ripening grape, he will cut off the sprigs with pruning-hooks, and the spreading branches will he take away `and' cut down.
6 They shall be left together unto the ravenous birds of the mountains, and to the beasts of the earth; and the ravenous birds shall summer upon them, and all the beasts of the earth shall winter upon them.
7 In that time shall a present be brought unto Jehovah of hosts `from' a people tall and smooth, even from a people terrible from their beginning onward, a nation that meteth out and treadeth down, whose land the rivers divide, to the place of the name of Jehovah of hosts, the mount Zion.
1 Ho, land shadowed `with' wings, That `is' beyond the rivers of Cush,
2 That is sending by sea ambassadors, Even with implements of reed on the face of the waters, -- Go, ye light messengers, Unto a nation drawn out and peeled, Unto a people fearful from its beginning and onwards, A nation meeting out by line, and treading down, Whose land floods have spoiled.
3 All ye inhabitants of the world, And ye dwellers of earth, At the lifting up of an ensign on hills ye look, And at the blowing of a trumpet ye hear.
4 For thus said Jehovah unto me, `I rest, and I look on My settled place, As a clear heat on an herb. As a thick cloud of dew in the heat of harvest.
5 For before harvest, when the flower is perfect, And the blossom is producing unripe fruit, Then hath `one' cut the sprigs with pruning hooks, And the branches he hath turned aside, cut down.
6 They are left together to the ravenous fowl of the mountains, And to the beast of the earth, And summered on them hath the ravenous fowl, And every beast of the earth wintereth on them.
7 At that time brought is a present to Jehovah of Hosts, A nation drawn out and peeled. Even of a people fearful from the beginning hitherto, A nation meting out by line, and treading down, Whose land floods have spoiled, Unto the place of the name of Jehovah of Hosts -- mount Zion!'
1 Ha! land shadowing with wings, which art beyond the rivers of Cush,
2 that sendest ambassadors over the sea, and in vessels of papyrus upon the waters, [saying,] Go, swift messengers, to a nation scattered and ravaged, to a people terrible from their existence and thenceforth; to a nation of continued waiting and of treading down, whose land the rivers have spoiled!
3 All ye inhabitants of the world, and dwellers on the earth, when a banner is lifted up on the mountains, see ye, and when a trumpet is blown, hear ye!
4 For thus hath Jehovah said unto me: I will take my rest, and I will observe from my dwelling-place like clear heat upon herbs, like a cloud of dew in the heat of harvest.
5 For before the harvest, when the blossoming is over, and the flower becometh a ripening grape, he shall both cut off the sprigs with pruning-knives, and take away [and] cut down the branches.
6 They shall be left together unto the mountain birds of prey, and to the beasts of the earth; and the birds of prey shall summer upon them, and all the beasts of the earth shall winter upon them.
7 In that time shall a present be brought unto Jehovah of hosts of a people scattered and ravaged, -- and from a people terrible from their existence and thenceforth, a nation of continued waiting and of treading down, whose land the rivers have spoiled, ... to the place of the name of Jehovah of hosts, the mount Zion.
1 Ah, the land of the rustling of wings, which is beyond the rivers of Ethiopia;
2 that sends ambassadors by the sea, even in vessels of papyrus on the waters, [saying], Go, you swift messengers, to a nation tall and smooth, to a people awesome from their beginning onward, a nation that measures out and treads down, whose land the rivers divide!
3 All you inhabitants of the world, and you dwellers on the earth, when an ensign is lifted up on the mountains, look; and when the trumpet is blown, listen.
4 For thus has Yahweh said to me, I will be still, and I will see in my dwelling-place, like clear heat in sunshine, like a cloud of dew in the heat of harvest.
5 For before the harvest, when the blossom is over, and the flower becomes a ripening grape, he will cut off the sprigs with pruning-hooks, and the spreading branches will he take away [and] cut down.
6 They shall be left together to the ravenous birds of the mountains, and to the animals of the earth; and the ravenous birds shall summer on them, and all the animals of the earth shall winter on them.
7 In that time shall a present be brought to Yahweh of Hosts [from] a people tall and smooth, even from a people awesome from their beginning onward, a nation that measures out and treads down, whose land the rivers divide, to the place of the name of Yahweh of Hosts, Mount Zion.
1 Ho! land of the sounding of wings, on the other side of the rivers of Ethiopia:
2 Which sends its representatives by the sea, even in ships of papyrus on the waters. Go back quickly, O representatives, to a nation tall and smooth, to a people causing fear through all their history; a strong nation, crushing down its haters, whose land is cut through by rivers.
3 All you peoples of the world, and you who are living on the earth, when a flag is lifted up on the mountains, give attention; and when the horn is sounded, give ear.
4 For this is what the Lord has said to me: I will be quiet, watching from my place; like the clear heat when the sun is shining, like a mist of dew in the heat of summer.
5 For before the time of getting in the grapes, after the opening of the bud, when the flower has become a grape ready for crushing, he will take away the small branches with knives, cutting down and taking away the wide-stretching branches.
6 They will be for the birds of the mountains, and for the beasts of the earth: the birds will come down on them in the summer, and the beasts of the earth in the winter.
7 In that time an offering will be made to the Lord of armies from a people tall and smooth, causing fear through all their history; a strong nation, crushing down its haters, whose land is cut through by rivers, an offering taken to the place of the name of the Lord of armies, even Mount Zion.

Commentary on Isaiah 18 Matthew Henry Commentary
Chapter 18
Whatever country it is that is meant here by "the land shadowing with wings,' here is a woe denounced against it, for God has, upon his people's account, a quarrel with it.
Isa 18:1-7
Interpreters are very much at a loss where to find this land that lies beyond the rivers of Cush. Some take it to be Egypt, a maritime country, and full of rivers, and which courted Israel to depend upon them, but proved broken reeds; but against this it is strongly objected that the next chapter is distinguished from this by the title of the burden of Egypt. Others take it to be Ethiopia, and read it, which lies near, or about, the rivers of Ethiopia, not that in Africa, which lay south of Egypt, but that which we call Arabia, which lay east of Canaan, which Tirhakah was now king of. He thought to protect the Jews, as it were, under the shadow of his wings, by giving a powerful diversion to the king of Assyria, when he made a descent upon his country, at the time that he was attacking Jerusalem, 2 Ki. 19:9. But though by his ambassadors he bade defiance to the king of Assyria, and encouraged the Jews to depend upon him, God by the prophet slights him, and will not go forth with him; he may take his own course, but God will take another course to protect Jerusalem, while he suffers the attempt of Tirhakah to miscarry and his Arabian army to be ruined; for the Assyrian army shall become a present or sacrifice to the Lord of hosts, and to the place of his name, by the hand of an angel, not by the hand of Tirhakah king of Ethiopia, v. 7. This is a very probable exposition of this chapter. But from a hint of Dr. Lightfoot's, in his Harmony of the Old Testament, I incline to understand this chapter as a prophecy against Assyria, and so a continuation of the prophecy in the last three verses of the foregoing chapter, with which therefore this should be joined. That was against the army of the Assyrians which rushed in upon Judah; this is against the land of Assyria itself, which lay beyond the rivers of Arabia, that is, the rivers Euphrates and Tigris, which bordered on Arabia Deserta. And in calling it the land shadowing with wings he seems to refer to what he himself had said of it (ch. 8:8), that the stretching out of his wings shall fill the breadth of thy land, O Immanuel! The prophet might perhaps describe the Assyrians by such dark expressions, not naming them, for the same reason that St. Paul, in his prophecy, speaks of the Roman empire by a periphrasis: He who now letteth, 2 Th. 2:7. Here is,
