18 And said H559 unto the children H1121 of Israel, H3478 Thus saith H559 the LORD H3068 God H430 of Israel, H3478 I brought up H5927 Israel H3478 out of Egypt, H4714 and delivered H5337 you out of the hand H3027 of the Egyptians, H4714 and out of the hand H3027 of all kingdoms, H4467 and of them that oppressed H3905 you:
That the LORD H3068 sent H7971 a prophet H376 H5030 unto the children H1121 of Israel, H3478 which said H559 unto them, Thus saith H559 the LORD H3068 God H430 of Israel, H3478 I brought you up H5927 from Egypt, H4714 and brought you forth H3318 out of the house H1004 of bondage; H5650 And I delivered H5337 you out of the hand H3027 of the Egyptians, H4714 and out of the hand H3027 of all that oppressed H3905 you, and drave them out H1644 from before H6440 you, and gave H5414 you their land; H776
And didst see H7200 the affliction H6040 of our fathers H1 in Egypt, H4714 and heardest H8085 their cry H2201 by the Red H5488 sea; H3220 And shewedst H5414 signs H226 and wonders H4159 upon Pharaoh, H6547 and on all his servants, H5650 and on all the people H5971 of his land: H776 for thou knewest H3045 that they dealt proudly H2102 against them. So didst thou get H6213 thee a name, H8034 as it is this day. H3117 And thou didst divide H1234 the sea H3220 before H6440 them, so that they went through H5674 the midst H8432 of the sea H3220 on the dry land; H3004 and their persecutors H7291 thou threwest H7993 into the deeps, H4688 as a stone H68 into the mighty H5794 waters. H4325 Moreover thou leddest H5148 them in the day H3119 by a cloudy H6051 pillar; H5982 and in the night H3915 by a pillar H5982 of fire, H784 to give them light H215 in the way H1870 wherein they should go. H3212
Therefore thou deliveredst H5414 them into the hand H3027 of their enemies, H6862 who vexed H6887 them: and in the time H6256 of their trouble, H6869 when they cried H6817 unto thee, thou heardest H8085 them from heaven; H8064 and according to thy manifold H7227 mercies H7356 thou gavest H5414 them saviours, H3467 who saved H3467 them out of the hand H3027 of their enemies. H6862 But after they had rest, H5117 they did H6213 evil H7451 again H7725 before H6440 thee: therefore leftest H5800 thou them in the hand H3027 of their enemies, H341 so that they had the dominion H7287 over them: yet when they returned, H7725 and cried H2199 unto thee, thou heardest H8085 them from heaven; H8064 and many H7227 times H6256 didst thou deliver H5337 them according to thy mercies; H7356

Commentary on 1 Samuel 10 Matthew Henry Commentary
Chapter 10
We left Samuel and Saul walking together, probably some private way over the fields down from Ramah, perhaps in the paths of the vineyards, and Saul expecting to hear from Samuel the word of God. Now here we have,
1Sa 10:1-8
Samuel is here executing the office of a prophet, giving Saul full assurance from God that he should be king, as he was afterwards, according to these prophecies which went before of him.
1Sa 10:9-16
Saul has now taken his leave of Samuel, much amazed, we may well suppose, at what has been done to him, almost ready to question whether he be awake or no, and whether it be not all a dream. Now here we are told,
1Sa 10:17-27
Saul's nomination to the throne is here made public, in a general assembly of the elders of Israel, the representatives of their respective tribes at Mizpeh. It is probable that this convention of the states was called as soon as conveniently it might, after Saul was anointed, for, if there must be a change in their government, the sooner the better: it might be of bad consequence to be long in the doing. The people having met in a solemn assembly, in which God was in a peculiar manner present (and therefore it is said they were called together unto the Lord, v. 17), Samuel acts for God among them.
