12 These shall stand H5975 upon mount H2022 Gerizim H1630 to bless H1288 the people, H5971 when ye are come over H5674 Jordan; H3383 Simeon, H8095 and Levi, H3878 and Judah, H3063 and Issachar, H3485 and Joseph, H3130 and Benjamin: H1144
And she conceived H2029 again, and bare H3205 a son; H1121 and said, H559 Because the LORD H3068 hath heard H8085 that I was hated, H8130 he hath therefore given H5414 me this son also: and she called H7121 his name H8034 Simeon. H8095 And she conceived again, H2029 and bare H3205 a son; H1121 and said, H559 Now this time H6471 will my husband H376 be joined H3867 unto me, because I have born H3205 him three H7969 sons: H1121 therefore was his name H8034 called H7121 Levi. H3878 And she conceived H2029 again, and bare H3205 a son: H1121 and she said, H559 Now H6471 will I praise H3034 the LORD: H3068 therefore she called H7121 his name H8034 Judah; H3063 and left H5975 bearing. H3205
Behold, H7200 I set H5414 before H6440 you this day H3117 a blessing H1293 and a curse; H7045 A blessing, H1293 if ye obey H8085 the commandments H4687 of the LORD H3068 your God, H430 which I command H6680 you this day: H3117 And a curse, H7045 if ye will not obey H8085 the commandments H4687 of the LORD H3068 your God, H430 but turn aside H5493 out of the way H1870 which I command H6680 you this day, H3117 to go H3212 after H310 other H312 gods, H430 which ye have not known. H3045 And it shall come to pass, when the LORD H3068 thy God H430 hath brought thee in H935 unto the land H776 whither thou goest H935 to possess H3423 it, that thou shalt put H5414 the blessing H1293 upon mount H2022 Gerizim, H1630 and the curse H7045 upon mount H2022 Ebal. H5858
And all Israel, H3478 and their elders, H2205 and officers, H7860 and their judges, H8199 stood H5975 on this side the ark H727 and on that side before the priests H3548 the Levites, H3881 which bare H5375 the ark H727 of the covenant H1285 of the LORD, H3068 as well the stranger, H1616 as he that was born H249 among them; half H2677 of them over H413 against H4136 mount H2022 Gerizim, H1630 and half H2677 of them over against H4136 mount H2022 Ebal; H5858 as Moses H4872 the servant H5650 of the LORD H3068 had commanded H6680 before, H7223 that they should bless H1288 the people H5971 of Israel. H3478 And afterward H310 he read H7121 all the words H1697 of the law, H8451 the blessings H1293 and cursings, H7045 according to all that is written H3789 in the book H5612 of the law. H8451 There was not a word H1697 of all that Moses H4872 commanded, H6680 which Joshua H3091 read H7121 not before all the congregation H6951 of Israel, H3478 with the women, H802 and the little ones, H2945 and the strangers H1616 that were conversant H1980 among H7130 them.

Commentary on Deuteronomy 27 Matthew Henry Commentary
Chapter 27
Moses having very largely and fully set before the people their duty, both to God and one another, in general and in particular instances,-having shown them plainly what is good, and what the law requires of them,-and having in the close of the foregoing chapter laid them under the obligation both of the command and the covenant, he comes in this chapter to prescribe outward means,
Deu 27:1-10
Here is,
Deu 27:11-26
When the law was written, to be seen and read by all men, the sanctions of it were to be published, which, to complete the solemnity of their covenanting with God, they were deliberately to declare their approbation of. This they were before directed to do (ch. 11:29, 30), and therefore the appointment here begins somewhat abruptly, v. 12. There were, it seems, in Canaan, that part of it which afterwards fell to the lot of Ephraim (Joshua's tribe), two mountains that lay near together, with a valley between, one called Gerizim and the other Ebal. On the sides of these two mountains, which faced one another, all the tribes were to be drawn up, six on one side and six on the other, so that in the valley, at the foot of each mountain, they came pretty near together, so near as that the priests standing betwixt them might be heard by those that were next them on both sides; then when silence was proclaimed, and attention commanded, one of the priests, or perhaps more at some distance from each other, pronounced with a loud voice one of the curses here following, and all the people that stood on the side and foot of Mount Ebal (those that stood further off taking the signal from those that stood nearer and within hearing) said Amen; then the contrary blessing was pronounced, "Blessed is he that doth not so or so,' and then those that stood on the side, and at the foot, of Mount Gerizim, said Amen. This could not but affect them very much with the blessings and curses, the promises and threatenings, of the law, and not only acquaint all the people with them, but teach them to apply them to themselves.
