24 The LORD H3068 of hosts H6635 hath sworn, H7650 saying, H559 Surely as I have thought, H1819 so shall it come to pass; and as I have purposed, H3289 so shall it stand: H6965
For to do G4160 whatsoever G3745 thy G4675 hand G5495 and G2532 thy G4675 counsel G1012 determined before G4309 to be done. G1096
Who is he that saith, H559 and it cometh to pass, when the Lord H136 commandeth H6680 it not?
For G1063 men G444 verily G3303 swear G3660 by G2596 the greater: G3187 and G2532 an oath G3727 for G1519 confirmation G951 is to them G846 an end G4009 of all G3956 strife. G485 Wherein G1722 G3739 God, G2316 willing G1014 more abundantly G4054 to shew G1925 unto the heirs G2818 of promise G1860 the immutability G276 of his G846 counsel, G1012 confirmed G3315 it by an oath: G3727 That G2443 by G1223 two G1417 immutable G276 things, G4229 in G1722 which G3739 it was impossible G102 for God G2316 to lie, G5574 we might have G2192 a strong G2478 consolation, G3874 who G3588 have fled for refuge G2703 to lay hold G2902 upon the hope G1680 set before us: G4295
For G1063 we which G3588 have believed G4100 do enter G1525 into G1519 rest, G2663 as G2531 he said, G2046 As G5613 I have sworn G3660 in G1722 my G3450 wrath, G3709 if G1487 they shall enter G1525 into G1519 my G3450 rest: G2663 although G2543 the works G2041 were finished G1096 from G575 the foundation G2602 of the world. G2889
Having made known G1107 unto us G2254 the mystery G3466 of his G846 will, G2307 according to G2596 his G846 good pleasure G2107 which G3739 he hath purposed G4388 in G1722 himself: G846
At G1722 that G1565 time G2540 Jesus G2424 answered G611 and said, G2036 I thank G1843 thee, G4671 O Father, G3962 Lord G2962 of heaven G3772 and G2532 earth, G1093 because G3754 thou hast hid G613 these things G5023 from G575 the wise G4680 and G2532 prudent, G4908 and G2532 hast revealed G601 them G846 unto babes. G3516
For he said, H559 Because the LORD H3050 hath sworn H3027 H3676 that the LORD H3068 will have war H4421 with Amalek H6002 from generation H1755 to generation. H1755
Therefore hear H8085 ye the word H1697 of the LORD, H3068 all Judah H3063 that dwell H3427 in the land H776 of Egypt; H4714 Behold, I have sworn H7650 by my great H1419 name, H8034 saith H559 the LORD, H3068 that my name H8034 shall no more be named H7121 in the mouth H6310 of any man H376 of Judah H3063 in all the land H776 of Egypt, H4714 saying, H559 The Lord H136 GOD H3069 liveth. H2416
The anger H639 of the LORD H3068 shall not return, H7725 until he have executed, H6213 and till he have performed H6965 the thoughts H4209 of his heart: H3820 in the latter H319 days H3117 ye shall consider H995 it perfectly. H998
Declaring H5046 the end H319 from the beginning, H7225 and from ancient times H6924 the things that are not yet done, H6213 saying, H559 My counsel H6098 shall stand, H6965 and I will do H6213 all my pleasure: H2656 Calling H7121 a ravenous bird H5861 from the east, H4217 the man H376 that executeth my counsel H6098 from a far H4801 country: H776 yea, I have spoken H1696 it, I will also bring H935 it to pass; I have purposed H3335 it, I will also do H6213 it.

Commentary on Isaiah 14 Matthew Henry Commentary
Chapter 14
In this chapter,
Isa 14:1-3
This comes in here as the reason why Babylon must be overthrown and ruined, because God has mercy in store for his people, and therefore,
Isa 14:4-23
The kings of Babylon, successively, were the great enemies and oppressors of God's people, and therefore the destruction of Babylon, the fall of the king, and the ruin of his family, are here particularly taken notice of and triumphed in. In the day that God has given Israel rest they shall take up this proverb against the king of Babylon. We must not rejoice when our enemy falls, as ours; but when Babylon, the common enemy of God and his Israel, sinks, then rejoice over her, thou heaven, and you holy apostles and prophets, Rev. 18:20. The Babylonian monarchy bade fair to be an absolute, universal, and perpetual one, and, in these pretensions, vied with the Almighty; it is therefore very justly, not only brought down, but insulted over when it is down; and it is not only the last monarch, Belshazzar, who was slain on that night that Babylon was taken (Dan. 5:30), who is here triumphed over, but the whole monarchy, which sunk in him; not without special reference to Nebuchadnezzar, in whom that monarchy was at its height. Now here,
Isa 14:24-32
The destruction of Babylon and the Chaldean empire was a thing at a great distance; the empire had not risen to any considerable height when its fall was here foretold: it was almost 200 years from this prediction of Babylon's fall to the accomplishment of it. Now the people to whom Isaiah prophesied might ask, "What is this to us, or what shall we be the better for it, and what assurance shall we have of it?' To both questions he answers in these verses, by a prediction of the ruin both of the Assyrians and of the Philistines, the present enemies that infested them, which they should shortly be eye-witnesses of and have benefit by. These would be a present comfort to them, and a pledge of future deliverance, for the confirming of the faith of their posterity. God is to his people the same to day that he was yesterday and will be hereafter; and he will for ever be the same that he has been and is. Here is,
