16 When the LORD H3068 shall build up H1129 Zion, H6726 he shall appear H7200 in his glory. H3519
Arise, H6965 shine; H215 for thy light H216 is come, H935 and the glory H3519 of the LORD H3068 is risen H2224 upon thee. For, behold, the darkness H2822 shall cover H3680 the earth, H776 and gross darkness H6205 the people: H3816 but the LORD H3068 shall arise H2224 upon thee, and his glory H3519 shall be seen H7200 upon thee.
For God H430 will save H3467 Zion, H6726 and will build H1129 the cities H5892 of Judah: H3063 that they may dwell H3427 there, and have it in possession. H3423
The heavens H8064 declare H5046 his righteousness, H6664 and all the people H5971 see H7200 his glory. H3519
And it shall come to pass in the last H319 days, H3117 that the mountain H2022 of the LORD'S H3068 house H1004 shall be established H3559 in the top H7218 of the mountains, H2022 and shall be exalted H5375 above the hills; H1389 and all nations H1471 shall flow H5102 unto it. And many H7227 people H5971 shall go H1980 and say, H559 Come H3212 ye, and let us go up H5927 to the mountain H2022 of the LORD, H3068 to the house H1004 of the God H430 of Jacob; H3290 and he will teach H3384 us of his ways, H1870 and we will walk H3212 in his paths: H734 for out of Zion H6726 shall go forth H3318 the law, H8451 and the word H1697 of the LORD H3068 from Jerusalem. H3389
This is the purpose H6098 that is purposed H3289 upon the whole earth: H776 and this is the hand H3027 that is stretched out H5186 upon all the nations. H1471
All the flocks H6629 of Kedar H6938 shall be gathered together H6908 unto thee, the rams H352 of Nebaioth H5032 shall minister H8334 unto thee: they shall come up H5927 with acceptance H7522 on mine altar, H4196 and I will glorify H6286 the house H1004 of my glory. H8597
To appoint H7760 unto them that mourn H57 in Zion, H6726 to give H5414 unto them beauty H6287 for ashes, H665 the oil H8081 of joy H8342 for mourning, H60 the garment H4594 of praise H8416 for the spirit H7307 of heaviness; H3544 that they might be called H7121 trees H352 of righteousness, H6664 the planting H4302 of the LORD, H3068 that he might be glorified. H6286
For I know their works H4639 and their thoughts: H4284 it shall come, H935 that I will gather H6908 all nations H1471 and tongues; H3956 and they shall come, H935 and see H7200 my glory. H3519
The women H802 of my people H5971 have ye cast out H1644 from their pleasant H8588 houses; H1004 from their children H5768 have ye taken away H3947 my glory H1926 for ever. H5769
Ho, H1945 ho, H1945 come forth, and flee H5127 from the land H776 of the north, H6828 saith H5002 the LORD: H3068 for I have spread you abroad H6566 as the four H702 winds H7307 of the heaven, H8064 saith H5002 the LORD. H3068 Deliver H4422 thyself, O H1945 Zion, H6726 that dwellest H3427 with the daughter H1323 of Babylon. H894 For thus saith H559 the LORD H3068 of hosts; H6635 After H310 the glory H3519 hath he sent H7971 me unto the nations H1471 which spoiled H7997 you: for he that toucheth H5060 you toucheth H5060 the apple H892 of his eye. H5869 For, behold, I will shake H5130 mine hand H3027 upon them, and they shall be a spoil H7998 to their servants: H5647 and ye shall know H3045 that the LORD H3068 of hosts H6635 hath sent H7971 me. Sing H7442 and rejoice, H8055 O daughter H1323 of Zion: H6726 for, lo, I come, H935 and I will dwell H7931 in the midst H8432 of thee, saith H5002 the LORD. H3068 And many H7227 nations H1471 shall be joined H3867 to the LORD H3068 in that day, H3117 and shall be my people: H5971 and I will dwell H7931 in the midst H8432 of thee, and thou shalt know H3045 that the LORD H3068 of hosts H6635 hath sent H7971 me unto thee. And the LORD H3068 shall inherit H5157 Judah H3063 his portion H2506 in the holy H6944 land, H127 and shall choose H977 Jerusalem H3389 again. Be silent, H2013 O all flesh, H1320 before H6440 the LORD: H3068 for he is raised up H5782 out of his holy H6944 habitation. H4583

Commentary on Psalms 102 Matthew Henry Commentary
Psalm 102
Some think that David penned this psalm at the time of Absalom's rebellion; others that Daniel, Nehemiah, or some other prophet, penned it for the use of the church, when it was in captivity in Babylon, because it seems to speak of the ruin of Zion and of a time set for the rebuilding of it, which Daniel understood by books, Dan. 9:2. Or perhaps the psalmist was himself in great affliction, which he complains of in the beginning of the psalm, but (as in Ps. 77 and elsewhere) he comforts himself under it with the consideration of God's eternity, and the church's prosperity and perpetuity, how much soever it was now distressed and threatened. But it is clear, from the application of v. 25, 26, to Christ (Heb. 1:10-12), that the psalm has reference to the days of the Messiah, and speaks either of his affliction or of the afflictions of his church for his sake. In the psalm we have,
In singing this psalm, if we have not occasion to make the same complaints, yet we may take occasion to sympathize with those that have, and then the comfortable part of this psalm will be the more comfortable to us in the singing of it.
A prayer of the afflicted, when he is overwhelmed, and poureth out his complaint before the Lord.
Psa 102:1-11
The title of this psalm is very observable; it is a prayer of the afflicted. It was composed by one that was himself afflicted, afflicted with the church and for it; and on those that are of a public spirit afflictions of that kind lie heavier than any other. It is calculated for an afflicted state, and is intended for the use of others that may be in the like distress; for whatsoever things were written aforetime were written designedly for our use. The whole word of God is of use to direct us in prayer; but here, as often elsewhere, the Holy Ghost has drawn up our petition for us, has put words into our mouths. Hos. 14:2, Take with you words. Here is a prayer put into the hands of the afflicted: let them set, not their hands, but their hearts to it, and present it to God. Note,
Psa 102:12-22
Many exceedingly great and precious comforts are here thought of, and mustered up, to balance the foregoing complaints; for unto the upright there arises light in the darkness, so that, though they are cast down, they are not in despair. It is bad with the psalmist himself, bad with the people of God; but he has many considerations to revive himself with.
Psa 102:23-28
We may here observe,
