16 He said, I saw all Israel scattered on the mountains, as sheep that have no shepherd: and Yahweh said, These have no master; let them return every man to his house in peace.
They were scattered, because there was no shepherd; and they became food to all the animals of the field, and were scattered. My sheep wandered through all the mountains, and on every high hill: yes, my sheep were scattered on all the surface of the earth; and there was none who searched or sought.
A certain man drew his bow at a venture, and struck the king of Israel between the joints of the armor: therefore he said to the driver of his chariot, Turn your hand, and carry me out of the host; for I am severely wounded. The battle increased that day: and the king was stayed up in his chariot against the Syrians, and died at even; and the blood ran out of the wound into the bottom of the chariot. There went a cry throughout the host about the going down of the sun, saying, Every man to his city, and every man to his country.

Woe to the shepherds who destroy and scatter the sheep of my pasture! says Yahweh. Therefore thus says Yahweh, the God of Israel, against the shepherds who feed my people: You have scattered my flock, and driven them away, and have not visited them; behold, I will visit on you the evil of your doings, says Yahweh.
