4 Moreover he commanded the people who lived in Jerusalem to give the portion of the priests and the Levites, that they might give themselves to the law of Yahweh.
Yahweh spoke to Aaron, I, behold, I have given you the charge of my heave-offerings, even all the holy things of the children of Israel; to you have I given them by reason of the anointing, and to your sons, as a portion forever. This shall be your of the most holy things, [reserved] from the fire: every offering of theirs, even every meal-offering of theirs, and every sin-offering of theirs, and every trespass-offering of theirs, which they shall render to me, shall be most holy for you and for your sons. As the most holy things shall you eat of it; every male shall eat of it: it shall be holy to you. This is your: the heave-offering of their gift, even all the wave-offerings of the children of Israel; I have given them to you, and to your sons and to your daughters with you, as a portion forever; everyone who is clean in your house shall eat of it. All the best of the oil, and all the best of the vintage, and of the grain, the first fruits of them which they give to Yahweh, to you have I given them. The first-ripe fruits of all that is in their land, which they bring to Yahweh, shall be yours; everyone who is clean in your house shall eat of it. Everything devoted in Israel shall be yours. Everything that opens the womb, of all flesh which they offer to Yahweh, both of man and animal shall be yours: nevertheless the firstborn of man shall you surely redeem, and the firstborn of unclean animals shall you redeem. Those who are to be redeemed of them from a month old shall you redeem, according to your estimation, for the money of five shekels, after the shekel of the sanctuary (the same is twenty gerahs). But the firstborn of a cow, or the firstborn of a sheep, or the firstborn of a goat, you shall not redeem; they are holy: you shall sprinkle their blood on the altar, and shall burn their fat for an offering made by fire, for a sweet savor to Yahweh. The flesh of them shall be your, as the wave-breast and as the right thigh, it shall be yours. All the heave-offerings of the holy things, which the children of Israel offer to Yahweh, have I given you, and your sons and your daughters with you, as a portion forever: it is a covenant of salt forever before Yahweh to you and to your seed with you. Yahweh said to Aaron, You shall have no inheritance in their land, neither shall you have any portion among them: I am your portion and your inheritance among the children of Israel. To the children of Levi, behold, I have given all the tithe in Israel for an inheritance, in return for their service which they serve, even the service of the tent of meeting.
"'All the tithe of the land, whether of the seed of the land or of the fruit of the trees, is Yahweh's. It is holy to Yahweh. If a man redeems anything of his tithe, he shall add a fifth part to it. All the tithe of the herds or the flocks, whatever passes under the rod, the tenth shall be holy to Yahweh. He shall not search whether it is good or bad, neither shall he change it: and if he changes it at all, then both it and that for which it is changed shall be holy. It shall not be redeemed.'"
Moreover you shall speak to the Levites, and tell them, When you take of the children of Israel the tithe which I have given you from them for your inheritance, then you shall offer up a heave-offering of it for Yahweh, a tithe of the tithe. Your heave-offering shall be reckoned to you, as though it were the grain of the threshing floor, and as the fullness of the winepress. Thus you also shall offer a heave-offering to Yahweh of all your tithes, which you receive of the children of Israel; and of it you shall give Yahweh's heave-offering to Aaron the priest.
I perceived that the portions of the Levites had not been given them; so that the Levites and the singers, who did the work, were fled everyone to his field. Then contended I with the rulers, and said, Why is the house of God forsaken? I gathered them together, and set them in their place. Then brought all Judah the tithe of the grain and the new wine and the oil to the treasuries. I made treasurers over the treasuries, Shelemiah the priest, and Zadok the scribe, and of the Levites, Pedaiah: and next to them was Hanan the son of Zaccur, the son of Mattaniah; for they were counted faithful, and their business was to distribute to their brothers.
Will a man rob God? Yet you rob me! But you say, 'How have we robbed you?' In tithes and offerings. You are cursed with the curse; for you rob me, even this whole nation. Bring the whole tithe into the store-house, that there may be food in my house, and test me now in this," says Yahweh of hosts, "if I will not open you the windows of heaven, and pour you out a blessing, that there shall not be room enough for.
For it is written in the law of Moses, "You shall not muzzle an ox while it treads out the grain." Is it for the oxen that God cares, or does he say it assuredly for our sake? Yes, it was written for our sake, because he who plows ought to plow in hope, and he who threshes in hope should partake of his hope. If we sowed to you spiritual things, is it a great thing if we reap your fleshly things? If others partake of this right over you, don't we yet more? Nevertheless we did not use this right, but we bear all things, that we may cause no hindrance to the Gospel of Christ. Don't you know that those who serve around sacred things eat from the things of the temple, and those who wait on the altar have their portion with the altar? Even so the Lord ordained that those who proclaim the Gospel should live from the Gospel.

Commentary on 2 Chronicles 31 Matthew Henry Commentary
Chapter 31
We have here a further account of that blessed reformation of which Hezekiah was a glorious instrument, and of the happy advances he made in it.
2Ch 31:1-10
We have here an account of what was done after the passover. What was wanting in the solemnities of preparation for it before was made up in that which is better, a due improvement of it after. When the religious exercises of a Lord's day or a communion are finished we must not think that then the work is done. No, then the hardest part of our work begins, which is to exemplify the impressions of the ordinance upon our minds in all the instances of a holy conversation. So it was here; when all this was finished there was more to be done.
