25 Thus says the Lord Yahweh: When I shall have gathered the house of Israel from the peoples among whom they are scattered, and shall be sanctified in them in the sight of the nations, then shall they dwell in their own land which I gave to my servant Jacob.
He will set up an ensign for the nations, and will assemble the outcasts of Israel, and gather together the dispersed of Judah from the four corners of the earth. The envy also of Ephraim shall depart, and those who vex Judah shall be cut off: Ephraim shall not envy Judah, and Judah shall not vex Ephraim.
I will bring back the captivity of my people Israel, And they will rebuild the ruined cities, and inhabit them; and they will plant vineyards, and drink wine from them. They shall also make gardens, And eat the fruit of them. I will plant them on their land, And they will no more be plucked up out of their land which I have given them," says Yahweh your God.
Behold, at that time I will deal with all those who afflict you, and I will save those who are lame, and gather those who were driven away. I will give them praise and honor, whose shame has been in all the earth. At that time will I bring you in, and at that time will I gather you; for I will give you honor and praise among all the peoples of the earth, when I bring back your captivity before your eyes, says Yahweh.
A day to build your walls-- In that day, he will extend your boundary. In that day they will come to you from Assyria and the cities of Egypt, And from Egypt even to the River, And from sea to sea, And mountain to mountain. Yet the land will be desolate because of those who dwell therein, For the fruit of their doings. Shepherd your people with your staff, The flock of your heritage, Who dwell by themselves in a forest, In the midst of fertile pasture land, let them feed; In Bashan and Gilead, as in the days of old.
But in Mount Zion, there will be those who escape, and it will be holy. The house of Jacob will possess their possessions. The house of Jacob will be a fire, the house of Joseph a flame, and the house of Esau for stubble. They will burn among them, and devour them. There will not be any remaining to the house of Esau." Indeed, Yahweh has spoken. Those of the South will possess the mountain of Esau, and those of the lowland, the Philistines. They will possess the field of Ephraim, and the field of Samaria. Benjamin will possess Gilead. The captives of this host of the children of Israel, who are among the Canaanites, will possess even to Zarephath; and the captives of Jerusalem, who are in Sepharad, will possess the cities of the Negev. Saviors will go up on Mount Zion to judge the mountains of Esau, and the kingdom will be Yahweh's.
Behold, Yahweh stood above it, and said, "I am Yahweh, the God of Abraham your father, and the God of Isaac. The land whereon you lie, to you will I give it, and to your seed. Your seed will be as the dust of the earth, and you will spread abroad to the west, and to the east, and to the north, and to the south. In you and in your seed will all the families of the earth be blessed.
I will sanctify my great name, which has been profaned among the nations, which you have profaned in the midst of them; and the nations shall know that I am Yahweh, says the Lord Yahweh, when I shall be sanctified in you before their eyes. For I will take you from among the nations, and gather you out of all the countries, and will bring you into your own land.
Behold, I will bring them from the north country, and gather them from the uttermost parts of the earth, [and] with them the blind and the lame, the woman with child and her who travails with child together: a great company shall they return here. They shall come with weeping; and with petitions will I lead them: I will cause them to walk by rivers of waters, in a straight way in which they shall not stumble; for I am a father to Israel, and Ephraim is my firstborn. Hear the word of Yahweh, you nations, and declare it in the isles afar off; and say, He who scattered Israel will gather him, and keep him, as shepherd does his flock.
It shall happen in that day, that Yahweh will beat off [his fruit] from the flood of the River to the brook of Egypt; and you shall be gathered one by one, you children of Israel. It shall happen in that day, that a great trumpet shall be blown; and they shall come who were ready to perish in the land of Assyria, and those who were outcasts in the land of Egypt; and they shall worship Yahweh in the holy mountain at Jerusalem.
that then Yahweh your God will turn your captivity, and have compassion on you, and will return and gather you from all the peoples, where Yahweh your God has scattered you. If [any of] your outcasts are in the uttermost parts of the heavens, from there will Yahweh your God gather you, and from there will he bring you back:
Yet for all that, when they are in the land of their enemies, I will not reject them, neither will I abhor them, to destroy them utterly, and to break my covenant with them; for I am Yahweh their God; but I will for their sake remember the covenant of their ancestors, whom I brought forth out of the land of Egypt in the sight of the nations, that I might be their God. I am Yahweh.'"

Commentary on Ezekiel 28 Matthew Henry Commentary
Chapter 28
In this chapter we have,
Eze 28:1-10
We had done with Tyrus in the foregoing chapter, but now the prince of Tyrus is to be singled out from the rest. Here is something to be said to him by himself, a message to him from God, which the prophet must send him, whether he will hear or whether he will forbear.
Eze 28:11-19
As after the prediction of the ruin of Tyre (ch. 26) followed a pathetic lamentation for it (ch. 27), so after the ruin of the king of Tyre is foretold it is bewailed.
Eze 28:20-26
God's glory is his great end, both in all the good and in all the evil which proceed out of the mouth of the Most High; so we find in these verses.
