13 The nations shall rush like the rushing of many waters: but he shall rebuke them, and they shall flee far off, and shall be chased as the chaff of the mountains before the wind, and like the whirling dust before the storm.
Behold, I have made you [to be] a new sharp threshing instrument having teeth; you shall thresh the mountains, and beat them small, and shall make the hills as chaff. You shall winnow them, and the wind shall carry them away, and the whirlwind shall scatter them; and you shall rejoice in Yahweh, you shall glory in the Holy One of Israel.
Woe to you who destroy, and you weren't destroyed; and deal treacherously, and they didn't deal treacherously with you! When you have ceased to destroy, you shall be destroyed; and when you have made an end of dealing treacherously, they shall deal treacherously with you. Yahweh, be gracious to us; we have waited for you: be our arm every morning, our salvation also in the time of trouble. At the noise of the thunder the peoples are fled; at the lifting up of yourself the nations are scattered.
He awoke, and rebuked the wind, and said to the sea, "Peace! Be still!" The wind ceased, and there was a great calm. He said to them, "Why are you so afraid? How is it that you have no faith?" They were greatly afraid, and said to one another, "Who then is this, that even the wind and the sea obey him?"
Because of your raging against me, and because your arrogance is come up into my ears, therefore will I put my hook in your nose, and my bridle in your lips, and I will turn you back by the way by which you came. This shall be the sign to you: you shall eat this year that which grows of itself, and in the second year that which springs of the same; and in the third year sow you, and reap, and plant vineyards, and eat the fruit of it. The remnant that is escaped of the house of Judah shall again take root downward, and bear fruit upward. For out of Jerusalem shall go forth a remnant, and out of Mount Zion those who shall escape. The zeal of Yahweh of Hosts will perform this. Therefore thus says Yahweh concerning the king of Assyria, He shall not come to this city, nor shoot an arrow there, neither shall he come before it with shield, nor cast up a mound against it. By the way that he came, by the same shall he return, and he shall not come to this city, says Yahweh. For I will defend this city to save it, for my own sake, and for my servant David's sake. The angel of Yahweh went forth, and struck in the camp of the Assyrians one hundred and eighty-five thousand; and when men arose early in the morning, behold, these were all dead bodies. So Sennacherib king of Assyria departed, and went and returned, and lived at Nineveh. It happened, as he was worshipping in the house of Nisroch his god, that Adrammelech and Sharezer his sons struck him with the sword; and they escaped into the land of Ararat. Esar Haddon his son reigned in his place.
The land mourns and languishes; Lebanon is confounded and withers away; Sharon is like a desert; and Bashan and Carmel shake off [their leaves]. Now will I arise, says Yahweh; now will I lift up myself; now will I be exalted. You shall conceive chaff, you shall bring forth stubble: your breath is a fire that shall devour you. The peoples shall be as the burning of lime, as thorns cut down, that are burned in the fire.
The Assyrian shall fall by the sword, not of man; and the sword, not of men, shall devour him; and he shall flee from the sword, and his young men shall become subject to forced labor. His rock shall pass away by reason of terror, and his princes shall be dismayed at the ensign, says Yahweh, whose fire is in Zion, and his furnace in Jerusalem.
Yahweh will cause his glorious voice to be heard, and will show the lighting down of his arm, with the indignation of [his] anger, and the flame of a devouring fire, with a blast, and tempest, and hailstones. For through the voice of Yahweh shall the Assyrian be dismayed; with his rod will he strike [him]. Every stroke of the appointed staff, which Yahweh shall lay on him, shall be with [the sound of] tambourines and harps; and in battles with the brandishing [of his arm] will he fight with them. For a Topheth is prepared of old; yes, for the king it is made ready; he has made it deep and large; the pile of it is fire and much wood; the breath of Yahweh, like a stream of sulfur, does kindle it.
For you have been a stronghold to the poor, a stronghold to the needy in his distress, a refuge from the storm, a shade from the heat, when the blast of the awesome ones is as a storm against the wall. As the heat in a dry place will you bring down the noise of strangers; as the heat by the shade of a cloud, the song of the awesome ones shall be brought low.
Shall the axe boast itself against him who hews therewith? Shall the saw magnify itself against him who wields it? as if a rod should wield those who lift it up, [or] as if a staff should lift up [him who is] not wood. Therefore will the Lord, Yahweh of Hosts, send among his fat ones leanness; and under his glory there shall be kindled a burning like the burning of fire.
My God, make them like tumbleweed; Like chaff before the wind. As the fire that burns the forest, As the flame that sets the mountains on fire, So pursue them with your tempest, And terrify them with your storm.
God is in her midst. She shall not be moved. God will help her at dawn. The nations raged. The kingdoms were moved. He lifted his voice, and the earth melted. Yahweh of Hosts is with us. The God of Jacob is our refuge. Selah. Come, see Yahweh's works, What desolations he has made in the earth. He makes wars cease to the end of the earth. He breaks the bow, and shatters the spear. He burns the chariots in the fire. "Be still, and know that I am God. I will be exalted among the nations. I will be exalted in the earth." Yahweh of Hosts is with us. The God of Jacob is our refuge. Selah.

Chapter 17
Syria and Ephriam were confederate against Judah (ch. 7:1, 2), and, they being so closely linked together in their counsels, this chapter, though it be entitled "the burden of Damascus' (which was the head city of Syria), reads the doom of Israel too.
In order of time this chapter should be placed next after ch. 9, for the destruction of Damascus, here foretold, happened in the reign of Ahaz, 2 Ki. 16:9.
Isa 17:1-5
We have here the burden of Damascus; the Chaldee paraphrase reads it, The burden of the cup of the curse to drink to Damascus in; and, the ten tribes being in alliance, they must expect to pledge Damascus in this cup of trembling that is to go round.
Isa 17:6-8
Mercy is here reserved, in a parenthesis, in the midst of judgment, for a remnant that should escape the common ruin of the kingdom of the ten tribes. Though the Assyrians took all the care they could that none should slip out of their net, yet the meek of the earth were hidden in the day of the Lord's anger, and had their lives given them for a prey and made comfortable to them by their retirement to the land of Judah, where they had the liberty of God's courts.
Isa 17:9-11
Here the prophet returns to foretel the woeful desolations that should be made in the land of Israel by the army of the Assyrians.
Isa 17:12-14
These verses read the doom of those that spoil and rob the people of God. If the Assyrians and Israelites invade and plunder Judah, if the Assyrian army take God's people captive and lay their country waste, let them know that ruin will be their lot and portion. They are here brought in,
