7 Now therefore divide this land for an inheritance to the nine tribes, and the half-tribe of Manasseh.
To these the land shall be divided for an inheritance according to the number of names. To the more you shall give the more inheritance, and to the fewer you shall give the less inheritance: to everyone according to those who were numbered of him shall his inheritance be given. Notwithstanding, the land shall be divided by lot: according to the names of the tribes of their fathers they shall inherit. According to the lot shall their inheritance be divided between the more and the fewer.
the children of Gad and the children of Reuben came and spoke to Moses, and to Eleazar the priest, and to the princes of the congregation, saying, Ataroth, and Dibon, and Jazer, and Nimrah, and Heshbon, and Elealeh, and Sebam, and Nebo, and Beon, the land which Yahweh struck before the congregation of Israel, is a land for cattle; and your servants have cattle. They said, If we have found favor in your sight, let this land be given to your servants for a possession; don't bring us over the Jordan. Moses said to the children of Gad, and to the children of Reuben, Shall your brothers go to the war, and shall you sit here? Why discourage you the heart of the children of Israel from going over into the land which Yahweh has given them? Thus did your fathers, when I sent them from Kadesh-barnea to see the land. For when they went up to the valley of Eshcol, and saw the land, they discouraged the heart of the children of Israel, that they should not go into the land which Yahweh had given them. Yahweh's anger was kindled in that day, and he swore, saying, Surely none of the men who came up out of Egypt, from twenty years old and upward, shall see the land which I swore to Abraham, to Isaac, and to Jacob; because they have not wholly followed me: save Caleb the son of Jephunneh the Kenizzite, and Joshua the son of Nun; because they have wholly followed Yahweh. Yahweh's anger was kindled against Israel, and he made them wander back and forth in the wilderness forty years, until all the generation, who had done evil in the sight of Yahweh, was consumed. Behold, you are risen up in your fathers' place, an increase of sinful men, to augment yet the fierce anger of Yahweh toward Israel.
Thus says the Lord Yahweh: This shall be the border, by which you shall divide the land for inheritance according to the twelve tribes of Israel: Joseph [shall have two] portions. You shall inherit it, one as well as another; for I swore to give it to your fathers: and this land shall fall to you for inheritance. This shall be the border of the land: On the north side, from the great sea, by the way of Hethlon, to the entrance of Zedad; Hamath, Berothah, Sibraim, which is between the border of Damascus and the border of Hamath; Hazer Hatticon, which is by the border of Hauran. The border from the sea, shall be Hazar Enon at the border of Damascus; and on the north northward is the border of Hamath. This is the north side. The east side, between Hauran and Damascus and Gilead, and the land of Israel, shall be the Jordan; from the [north] border to the east sea shall you measure. This is the east side. The south side southward shall be from Tamar as far as the waters of Meriboth Kadesh, to the brook [of Egypt], to the great sea. This is the south side southward. The west side shall be the great sea, from the [south] border as far as over against the entrance of Hamath. This is the west side. So shall you divide this land to you according to the tribes of Israel. It shall happen, that you shall divide it by lot for an inheritance to you and to the strangers who sojourn among you, who shall father children among you; and they shall be to you as the home-born among the children of Israel; they shall have inheritance with you among the tribes of Israel. It shall happen, that in what tribe the stranger sojourns, there shall you give him his inheritance, says the Lord Yahweh.
As for the rest of the tribes: from the east side to the west side, Benjamin, one [portion]. By the border of Benjamin, from the east side to the west side, Simeon, one [portion]. By the border of Simeon, from the east side to the west side, Issachar, one [portion]. By the border of Issachar, from the east side to the west side, Zebulun, one [portion]. By the border of Zebulun, from the east side to the west side, Gad, one [portion]. By the border of Gad, at the south side southward, the border shall be even from Tamar to the waters of Meribath Kadesh, to the brook [of Egypt], to the great sea. This is the land which you shall divide by lot to the tribes of Israel for inheritance, and these are their several portions, says the Lord Yahweh.

Commentary on Joshua 13 Matthew Henry Commentary
Chapter 13
At this chapter begins the account of the dividing of the land of Canaan among the tribes of Israel by lot, a narrative not so entertaining and instructive as that of the conquest of it, and yet it is thought fit to be inserted in the sacred history, to illustrate the performance of the promise made to the fathers, that this land should be given to the seed of Jacob, to them and not to any other. The preserving of this distribution would be of great use to the Jewish nation, who were obliged by the law to keep up this first distribution, and not to transfer inheritances from tribe to tribe, Num. 36:9. It is likewise of use to us for the explaining of other scriptures: the learned know how much light the geographical description of a country gives to the history of it. And therefore we are not to skip over these chapters of hard names as useless and not to be regarded; where God has a mouth to speak and a hand to write we should find an ear to hear an eye to read; and God give us a heart to profit!
