14 I looked, and rose up, and said to the nobles, and to the rulers, and to the rest of the people, Don't be you afraid of them: remember the Lord, who is great and awesome, and fight for your brothers, your sons, and your daughters, your wives, and your houses.
Don't you be afraid, for I am with you; don't be dismayed, for I am your God; I will strengthen you; yes, I will help you; yes, I will uphold you with the right hand of my righteousness. Behold, all those who are incensed against you shall be disappointed and confounded: those who strive with you shall be as nothing, and shall perish. You shall seek them, and shall not find them, even those who contend with you: those who war against you shall be as nothing, and as a thing of nothing. For I, Yahweh your God, will hold your right hand, saying to you, Don't be afraid; I will help you. Don't be afraid, you worm Jacob, and you men of Israel; I will help you, says Yahweh, and your Redeemer is the Holy One of Israel.
Then I said to you, Don't dread, neither be afraid of them. Yahweh your God who goes before you, he will fight for you, according to all that he did for you in Egypt before your eyes,
I, even I, am he who comforts you: who are you, that you are afraid of man who shall die, and of the son of man who shall be made as grass; and have forgotten Yahweh your Maker, who stretched forth the heavens, and laid the foundations of the earth; and fear continually all the day because of the fury of the oppressor, when he makes ready to destroy? and where is the fury of the oppressor?
Therefore, receiving a Kingdom that can't be shaken, let us have grace, through which we serve God acceptably, with reverence and awe, for our God is a consuming fire.
for they could not stand that which was commanded, "If even an animal touches the mountain, it shall be stoned{TR adds "or shot with an arrow" [see Exodus 19:12-13]};" and so fearful was the appearance, that Moses said, "I am terrified and trembling."
Yahweh is a jealous God and avenges. Yahweh avenges and is full of wrath. Yahweh takes vengeance on his adversaries, and he maintains wrath against his enemies. Yahweh is slow to anger, and great in power, and will by no means leave the guilty unpunished. Yahweh has his way in the whirlwind and in the storm, and the clouds are the dust of his feet. He rebukes the sea, and makes it dry, and dries up all the rivers. Bashan languishes, and Carmel; and the flower of Lebanon languishes. The mountains quake before him, and the hills melt away. The earth trembles at his presence, yes, the world, and all who dwell in it. Who can stand before his indignation? Who can endure the fierceness of his anger? His wrath is poured out like fire, and the rocks are broken apart by him. Yahweh is good, a stronghold in the day of trouble; and he knows those who take refuge in him.
Oh that you would tear the heavens, that you would come down, that the mountains might quake at your presence, as when fire kindles the brushwood, [and] the fire causes the waters to boil; to make your name known to your adversaries, that the nations may tremble at your presence! When you did terrible things which we didn't look for, you came down, the mountains quaked at your presence.
Then he remembered the days of old, Moses [and] his people, [saying], Where is he who brought them up out of the sea with the shepherds of his flock? where is he who put his holy Spirit in the midst of them? who caused his glorious arm to go at the right hand of Moses? who divided the waters before them, to make himself an everlasting name? who led them through the depths, as a horse in the wilderness, so that they didn't stumble?
Then I thought, "I will appeal to this: The years of the right hand of the Most High." I will remember Yah's deeds; For I will remember your wonders of old. I will also meditate on all your work, And consider your doings. Your way, God, is in the sanctuary. What god is great like God? You are the God who does wonders. You have made your strength known among the peoples. You have redeemed your people with your arm, The sons of Jacob and Joseph. Selah. The waters saw you, God. The waters saw you, and they writhed. The depths also convulsed. The clouds poured out water. The skies resounded with thunder. Your arrows also flashed around. The voice of your thunder was in the whirlwind. The lightnings lit up the world. The earth trembled and shook. Your way was through the sea; Your paths through the great waters. Your footsteps were not known. You led your people like a flock, By the hand of Moses and Aaron.
and he said, Listen you, all Judah, and you inhabitants of Jerusalem, and you king Jehoshaphat: Thus says Yahweh to you, Don't be afraid you, neither be dismayed by reason of this great multitude; for the battle is not yours, but God's. Tomorrow go you down against them: behold, they come up by the ascent of Ziz; and you shall find them at the end of the valley, before the wilderness of Jeruel. You shall not need to fight in this [battle]: set yourselves, stand you still, and see the salvation of Yahweh with you, O Judah and Jerusalem; don't be afraid, nor be dismayed: tomorrow go out against them: for Yahweh is with you.
and shall tell them, Hear, Israel, you draw near this day to battle against your enemies: don't let your heart faint; don't be afraid, nor tremble, neither be scared of them; for Yahweh your God is he who goes with you, to fight for you against your enemies, to save you.

Commentary on Nehemiah 4 Matthew Henry Commentary
Chapter 4
We left all hands at work for the building of the wall about Jerusalem. But such good work is not wont to be carried on without opposition; now here we are told what opposition was given to it, and what methods Nehemiah took to forward the work, notwithstanding that opposition.
In all this Nehemiah approved himself a man of great wisdom and courage, as well as great piety.

Neh 4:16-23
When the builders had so far reason to think the design of the enemies broken as to return to their work, yet they were not so secure as to lay down their arms, knowing how restless and unwearied they were in their attempts, and that, if one design failed, they would be hatching another. Thus must we watch always against our spiritual enemies, and not expect that our warfare will be accomplished till our work is. See what course Nehemiah took, that the people might hold themselves in a readiness, in case there should be an attack.
