13 But the man who is clean, and is not on a journey, and fails to keep the Passover, that soul shall be cut off from his people. Because he didn't offer the offering of Yahweh in its appointed season, that man shall bear his sin.
Seven days shall you eat unleavened bread; even the first day you shall put away yeast out of your houses, for whoever eats leavened bread from the first day until the seventh day, that soul shall be cut off from Israel.
The uncircumcised male who is not circumcised in the flesh of his foreskin, that soul shall be cut off from his people. He has broken my covenant."
The man shall be free from iniquity, and that woman shall bear her iniquity."
how will we escape if we neglect so great a salvation-- which at the first having been spoken through the Lord, was confirmed to us by those who heard;
For if we sin willfully after we have received the knowledge of the truth, there remains no more a sacrifice for sins, but a certain fearful expectation of judgment, and a fierceness of fire which will devour the adversaries. A man who disregards Moses' law dies without compassion on the word of two or three witnesses. How much worse punishment, do you think, will he be judged worthy of, who has trodden under foot the Son of God, and has counted the blood of the covenant with which he was sanctified an unholy thing, and has insulted the Spirit of grace?
so Christ also, having been once offered to bear the sins of many, will appear a second time, without sin, to those who are eagerly waiting for him for salvation.
and hasn't brought it to the door of the Tent of Meeting, to offer it as an offering to Yahweh before the tabernacle of Yahweh: blood shall be imputed to that man. He has shed blood; and that man shall be cut off from among his people.
They shall recompense your lewdness on you, and you shall bear the sins of your idols; and you shall know that I am the Lord Yahweh.
Whoever touches a dead person, the body of a man who has died, and doesn't purifies himself, defiles the tent of Yahweh; and that soul shall be cut off from Israel: because the water for impurity was not sprinkled on him, he shall be unclean; his uncleanness is yet on him.
But the soul who does anything with a high hand, whether he is home-born or a foreigner, the same blasphemes Yahweh; and that soul shall be cut off from among his people. Because he has despised the word of Yahweh, and has broken his commandment, that soul shall utterly be cut off; his iniquity shall be on him.
"Moreover let the children of Israel keep the Passover in its appointed season. On the fourteenth day of this month, at evening, you shall keep it in its appointed season-- according to all its statutes, and according to all its ordinances, you shall keep it."
If a man lies with his uncle's wife, he has uncovered his uncle's nakedness: they shall bear their sin; they shall die childless.
For as to the life of all flesh, its blood is with its life: therefore I said to the children of Israel, "You shall not eat the blood of any kind of flesh; for the life of all flesh is its blood. Whoever eats it shall be cut off." "'Every person that eats what dies of itself, or that which is torn by animals, whether he is native-born or a foreigner, he shall wash his clothes, and bathe himself in water, and be unclean until the evening: then he shall be clean. But if he doesn't wash them, or bathe his flesh, then he shall bear his iniquity.'"

Commentary on Numbers 9 Matthew Henry Commentary
Chapter 9
This chapter is,
Num 9:1-14
Here we have,
Num 9:15-23
We have here the history of the cloud; not a natural history: who knows the balancings of the clouds? but a divine history of a cloud that was appointed to be the visible sign and symbol of God's presence with Israel.
