10 Yahweh sat enthroned at the Flood. Yes, Yahweh sits as King forever.
God remembered Noah, all the animals, and all the cattle that were with him in the ark; and God made a wind to pass over the earth. The waters subsided. The deep's fountains and the sky's windows were also stopped, and the rain from the sky was restrained.
"Or who shut up the sea with doors, When it broke forth from the womb, When I made clouds the garment of it, Thick darkness a swaddling-band for it, Marked out for it my bound, Set bars and doors, And said, 'Here you may come, but no further; Here shall your proud waves be stayed?'
"Yet I have set my king on my holy hill of Zion." I will tell of the decree. Yahweh said to me, "You are my son. Today I have become your father. Ask of me, and I will give the nations for your inheritance, The uttermost parts of the earth for your possession. You shall break them with a rod of iron. You shall dash them in pieces like a potter's vessel."
You covered it with the deep as with a cloak. The waters stood above the mountains. At your rebuke they fled. At the voice of your thunder they hurried away. The mountains rose, The valleys sank down, To the place which you had assigned to them. You have set a boundary that they may not pass over; That they don't turn again to cover the earth.

Commentary on Psalms 29 Matthew Henry Commentary
Psalm 29
It is the probable conjecture of some very good interpreters that David penned this psalm upon occasion, and just at the time, of a great storm of thunder, lightning, and rain, as the eighth psalm was his meditation in a moon-light night and the nineteenth in a sunny morning. A psalm of David.
