9 and what they are needing -- both young bullocks, and rams, and lambs for burnt-offerings to the God of heaven, wheat, salt, wine, and oil according to the saying of the priests who `are' in Jerusalem -- let be given to them day by day without fail,
`And this `is' that which thou dost prepare on the altar; two lambs, sons of a year, daily continually; the one lamb thou dost prepare in the morning, and the second lamb thou dost prepare between the evenings; and a tenth `deal' of fine flour, mixed with beaten oil, a fourth part of a hin, and a libation, a fourth part of a hin, of wine, `is' for the one lamb. `And the second lamb thou dost prepare between the evenings; according to the present of the morning, and according to its libation, thou dost prepare for it, for sweet fragrance, a fire-offering, to Jehovah: -- a continual burnt-offering for your generations, at the opening of the tent of meeting, before Jehovah, whither I am met with you, to speak unto thee there,
`If his offering `is' a burnt-offering out of the herd -- a male, a perfect one, he doth bring near, unto the opening of the tent of meeting he doth bring it near, at his pleasure, before Jehovah; and he hath laid his hand on the head of the burnt-offering, and it hath been accepted for him to make atonement for him; and he hath slaughtered the son of the herd before Jehovah; and sons of Aaron, the priests, have brought the blood near, and sprinkled the blood on the altar round about, which `is' at the opening of the tent of meeting.
`And when a person bringeth near an offering, a present to Jehovah, of flour is his offering, and he hath poured on it oil, and hath put on it frankincense; and he hath brought it in unto the sons of Aaron, the priests, and he hath taken from thence the fulness of his hand of its flour and of its oil, besides all its frankincense, and the priest hath made perfume with its memorial on the altar, a fire-offering of sweet fragrance to Jehovah; and the remnant of the present `is' for Aaron and for his sons, most holy, of the fire-offerings of Jehovah. `And when thou bringest near an offering, a present baked in an oven, `it is of' unleavened cakes of flour mixed with oil, or thin unleavened cakes anointed with oil. `And if thine offering `is' a present `made' on the girdel, it is of flour, mixed with oil, unleavened; divide thou it into parts, and thou hast poured on it oil; it `is' a present. `And if thine offering `is' a present `made' on the frying-pan, of flour with oil it is made, and thou hast brought in the present which is made of these to Jehovah, and `one' hath brought it near unto the priest, and he hath brought it nigh unto the altar, and the priest hath lifted up from the present its memorial, and hath made perfume on the altar, a fire-offering of sweet fragrance to Jehovah; and the remnant of the present `is' for Aaron and for his sons, most holy, of the fire-offerings of Jehovah. No present which ye bring near to Jehovah is made fermented, for with any leaven or any honey ye perfume no fire-offering to Jehovah. `An offering of first-`fruits' -- ye bring them near to Jehovah, but on the altar they go not up, for sweet fragrance. And every offering -- thy present -- with salt thou dost season, and thou dost not let the salt of the covenant of thy God cease from thy present; with all thine offerings thou dost bring near salt. `And if thou bring near a present of first-ripe `fruits' to Jehovah, -- of green ears, roasted with fire, beaten out `corn' of a fruitful field thou dost bring near the present of thy first-ripe `fruits', and thou hast put on it oil, and laid on it frankincense, it `is' a present; and the priest hath made perfume with its memorial from its beaten out `corn', and from its oil, besides all its frankincense -- a fire-offering to Jehovah.
`And he who is bringing near his offering to Jehovah hath brought near a present of flour, a tenth deal, mixed with a fourth of the hin of oil; and wine for a libation, a fourth of the hin thou dost prepare for the burnt-offering or for a sacrifice, for the one lamb; or for a ram thou dost prepare a present of flour, two-tenth deals, mixed with oil, a third of the hin; and wine for a libation, a third part of the hin, thou dost bring near -- a sweet fragrance to Jehovah. `And when thou makest a son of the herd a burnt-offering or a sacrifice, at separating a vow or peace-offerings to Jehovah, then he hath brought near for the son of the herd a present of flour, three-tenth deals, mixed with oil, a half of the hin; and wine thou bringest near for a libation, a half of the hin -- a fire-offering of sweet fragrance to Jehovah; thus it is done for the one ox, or for the one ram, or for a lamb of the sheep or of the goats. `According to the number that ye prepare, so ye do to each, according to their number; every native doth thus with these, at bringing near a fire-offering of sweet fragrance to Jehovah; and when a sojourner sojourneth with you, or whoso `is' in your midst to your generations, and he hath made a fire-offering of sweet fragrance to Jehovah, as ye do so he doth. `One statute is for you of the congregation and for the sojourner who is sojourning, a statute age-during to your generations: as ye `are' so is the sojourner before Jehovah; one law and one ordinance is to you and to the sojourner who is sojourning with you.' And Jehovah speaketh unto Moses, saying, `Speak unto the sons of Israel, and thou hast said unto them, In your coming in unto the land whither I am bringing you in, then it hath been, in your eating of the bread of the land, ye heave up a heave-offering to Jehovah; the beginning of your dough a cake ye heave up -- a heave-offering; as the heave-offering of a threshing-floor, so ye do heave it. Of the beginning of your dough ye do give to Jehovah a heave-offering -- to your generations. `And when ye err, and do not all these commands which Jehovah hath spoken unto Moses, the whole that Jehovah hath charged upon you by the hand of Moses, from the day that Jehovah hath commanded, and henceforth, to your generations, then it hath been, if from the eyes of the company it hath been done in ignorance, that all the company have prepared one bullock, a son of the herd, for a burnt-offering, for sweet fragrance to Jehovah, and its present, and its libation, according to the ordinance, and one kid of the goats for a sin-offering. `And the priest hath made atonement for all the company of the sons of Israel, and it hath been forgiven them, for it `is' ignorance, and they -- they have brought in their offering, a fire-offering to Jehovah, even their sin-offering before Jehovah for their ignorance; and it hath been forgiven to all the company of the sons of Israel, and to the sojourner who is sojourning in their midst; for to all the company `it is done' in ignorance. `And if one person sin in ignorance, then he hath brought near a she-goat, daughter of a year, for a sin-offering; and the priest hath made atonement for the person who is erring, in his sinning in ignorance before Jehovah, by making atonement for him, and it hath been forgiven him; for the native among the sons of Israel, and for the sojourner who is sojourning in their midst -- one law is to you, for him who is doing `anything' through ignorance. `And the person who doth `aught' with a high hand -- of the native or of the sojourner -- Jehovah he is reviling, and that person hath been cut off from the midst of his people; because the word of Jehovah he despised, and His command hath broken -- that person is certainly cut off; his iniquity `is' on him.'
And Jehovah speaketh unto Moses, saying, `Command the sons of Israel, and thou hast said unto them, My offering, My bread for My fire-offerings, My sweet fragrance, ye take heed to bring near to Me in its appointed season. `And thou hast said to them, This `is' the fire-offering which ye bring near to Jehovah: two lambs, sons of a year, perfect ones, daily, a continual burnt-offering; the one lamb thou preparest in the morning, and the second lamb thou preparest between the evenings; and a tenth of the ephah of flour for a present, mixed with beaten oil, a fourth of the hin; a continual burnt-offering, which was made in mount Sinai, for sweet fragrance, a fire-offering to Jehovah; and its libation, a fourth of the hin for the one lamb; in the sanctuary cause thou a libation of strong drink to be poured out to Jehovah. `And the second lamb thou dost prepare between the evenings; as the present of the morning, and as its libation thou preparest -- a fire-offering, a sweet fragrance to Jehovah. `And on the sabbath-day, two lambs, sons of a year, perfect ones, and two-tenth deals of flour, a present, mixed with oil, and its libation; the burnt-offering of the sabbath in its sabbath, besides the continual burnt-offering and its libation. `And in the beginnings of your months ye bring near a burnt-offering to Jehovah: two bullocks, sons of the herd, and one ram, seven lambs, sons of a year, perfect ones; and three-tenth deals of flour, a present, mixed with oil, for the one bullock, and two-tenth deals of flour, a present, mixed with oil, for the one ram; and a several tenth deal of flour, a present, mixed with oil, for the one lamb; a burnt-offering, a sweet fragrance, a fire-offering to Jehovah; and their libations are a half of the hin to a bullock, and a third of the hin to a ram, and a fourth of the hin to a lamb, of wine; this `is' the burnt-offering of every month for the months of the year; and one kid of the goats for a sin-offering to Jehovah; besides the continual burnt-offering it is prepared, and its libation. `And in the first month, in the fourteenth day of the month, `is' the passover to Jehovah; and in the fifteenth day of this month `is' a festival, seven days unleavened food is eaten; in the first day `is' an holy convocation, ye do no servile work, and ye have brought near a fire-offering, a burnt-offering to Jehovah: two bullocks, sons of the herd, and one ram, and seven lambs, sons of a year, perfect ones they are for you; and their present, flour mixed with oil, three-tenth deals for a bullock, and two-tenth deals for a ram ye do prepare; a several tenth deal thou preparest for the one lamb, for the seven lambs, and one goat, a sin-offering, to make atonement for you. `Apart from the burnt-offering of the morning, which `is' for the continual burnt-offering, ye prepare these; according to these ye prepare daily, seven days, bread of a fire-offering, a sweet fragrance, to Jehovah; besides the continual burnt-offering it is prepared, and its libation; and on the seventh day a holy convocation ye have, ye do no servile work. `And in the day of the first-fruits, in your bringing near a new present to Jehovah, in your weeks, a holy convocation ye have; ye do no servile work; and ye have brought near a burnt-offering for sweet fragrance to Jehovah: two bullocks, sons of the herd, one ram, seven lambs, sons of a year, and their present, flour mixed with oil, three-tenth deals to the one bullock, two-tenth deals to the one ram, a several tenth deal to the one lamb, for the seven lambs;
I take not from thy house a bullock, From thy folds he goats. For Mine `is' every beast of the forest, The cattle on the hills of oxen. I have known every fowl of the mountains, And the wild beast of the field `is' with Me. If I am hungry I tell not to thee, For Mine `is' the world and its fulness. Do I eat the flesh of bulls, And drink the blood of he-goats?

Commentary on Ezra 6 Commentary Critical and Explanatory on the Whole Bible
CHAPTER 6
Ezr 6:1-12. Darius' Decree for Advancing the Building.
1. Darius the king—This was Darius Hystaspes. Great and interesting light has been thrown on the history of this monarch and the transaction of his reign, by the decipherment of the cuneatic inscriptions on the rocks at Behistun.
in the house of the rolls, where the treasures were laid up in Babylon—An idea of the form of this Babylonian register house, as well as the manner of preserving public records within its repositories, can be obtained from the discoveries at Nineveh. Two small chambers were discovered in the palace of Koyunjik, which, from the fragments found in them, Mr. Layard considers "as a house of the rolls." After reminding his readers that the historical records and public documents of the Assyrians were kept on tablets and cylinders of baked clay, many specimens of which have been found, he goes on to say, "The chambers I am describing appear to have been a depository in the palace of Nineveh for such documents. To the height of a foot or more from the floor they were entirely filled with them; some entire, but the greater part broken into many fragments, probably by the falling in of the upper part of the building. They were of different sizes; the largest tablets were flat, and measured about nine inches by six and a half inches; the smaller were slightly convex, and some were not more than an inch long, with but one or two lines of writing. The cuneiform characters on most of them were singularly sharp and well-defined, but so minute in some instances as to be almost illegible without a magnifying glass. These documents appear to be of various kinds. The documents that have thus been discovered in the house of rolls' at Nineveh probably exceed all that have yet been afforded by the monuments of Egypt, and when the innumerable fragments are put together and transcribed, the publication of these records will be of the greatest importance to the history of the ancient world" [Nineveh and Babylon].
2. Achmetha—long supposed to be the capital of Greater Media (the Ecbatana of classical, the Hamadan of modern times), [is] at the foot of the Elwund range of hills, where, for its coolness and salubrity, Cyrus and his successors on the Persian throne established their summer residence. There was another city, however, of this name, the Ecbatana of Atropatene, and the most ancient capital of northern Media, and recently identified by Colonel Rawlinson in the remarkable ruins of Takht-i-Soleiman. Yet as everything tends to show the attachment of Cyrus to his native city, the Atropatenian Ecbatana, rather than to the stronger capital of Greater Media, Colonel Rawlinson is inclined to think that he deposited there, in his fortress, the famous decree relating to the Jews, along with the other records and treasures of his empire [Nineveh and Persepolis].
8-10. of the king's goods, even of the tribute beyond the river … expenses be given unto these men—The decree granted them the privilege of drawing from his provincial treasury of Syria, to the amount of whatever they required for the furthering of the work and providing sacrifice for the service of the temple, that the priests might daily pray for the health of the king and the prosperity of the empire.
11, 12. whosoever shall alter this word—The warning was specially directed against the turbulent and fanatical Samaritans. The extremely favorable purport of this edict was no doubt owing in some measure to the influence of Cyrus, of whom Darius entertained a high admiration, and whose two daughters he had married. But it proceeded still more from the deep impressions made even on the idolatrous people of that country and that age, as to the being and providence of the God of Israel.
Ezr 6:13-15. The Temple Finished.
13-15. Then Tatnai … did speedily—A concurrence of favorable events is mentioned as accelerating the restoration of the temple and infusing a new spirit and energy into the workmen, who now labored with unabating assiduity till it was brought to a completion. Its foundation was laid in April, 536 B.C. (Ezr 3:8-10), and it was completed on February 21, 515 B.C., being twenty-one years after it was begun [Lightfoot].
Ezr 6:16-18. Feasts of the Dedication.
16. the children of Israel … kept the dedication … with joy—The ceremonial was gone through with demonstrations of the liveliest joy. The aged who had wept at the laying of the foundation [Ezr 3:12] were most, if not all of them, now dead; and all rejoiced at the completion of this national undertaking.
17. twelve he-goats—as at the dedication of the tabernacle (Nu 7:87; 8:17).
18. they set the priests in their divisions, and the Levites in their courses … as it is written in the book of Moses—Although David arranged the priests and Levites in courses according to their families, it was Moses who assigned to the priests and Levites their rights and privileges, their stations and several duties.
Ezr 6:19-22. And of the Passover.
21. all such as had separated themselves … from the filthiness of the heathen of the land—that is, who had given satisfactory evidence of being true proselytes by not only renouncing the impure worship of idolatry, but by undergoing the rite of circumcision, a condition indispensable to a participation of the passover.
22. kept the feast … with joy: for the Lord … turned the heart of the king of Assyria unto them—that is, king of the Persian empire, which now included the possessions, and had surpassed the glory, of Assyria. The favorable disposition which Darius had evinced towards the Jews secured them peace and prosperity and the privileges of their own religion during the rest of his reign. The religious joy that so remarkably characterized the celebration of this feast, was testified by expressions of lively gratitude to God, whose overruling power and converting grace had produced so marvellous a change in the hearts of the mighty potentates, and disposed them, pagans though they were, to aid the cause and provide for the worship of the true God.
