16 Therefore, thus said the Lord Jehovah: `Lo, I am laying a foundation in Zion, A stone -- a tried stone, a corner stone precious, a settled foundation, He who is believing doth not make haste.
`This is the stone that was set at nought by you -- the builders, that became head of a corner; and there is not salvation in any other, for there is no other name under the heaven that hath been given among men, in which it behoveth us to be saved.'
and he, having looked upon them, said, `What, then, is this that hath been written: A stone that the builders rejected -- this became head of a corner? every one who hath fallen on that stone shall be broken, and on whom it may fall, it will crush him to pieces.'
Wherefore, also, it is contained in the Writing: `Lo, I lay in Zion a chief corner-stone, choice, precious, and he who is believing on him may not be put to shame;' to you, then, who are believing `is' the preciousness; and to the unbelieving, a stone that the builders disapproved of, this one did become for the head of a corner, and a stone of stumbling and a rock of offence -- who are stumbling at the word, being unbelieving, -- to which also they were set;
And He hath been for a sanctuary, And for a stone of stumbling, and for a rock of falling, To the two houses of Israel, For a gin and for a snare to the inhabitants of Jerusalem. And many among them have stumbled and fallen, And been broken, and snared, and captured.
Of an evil report he is not afraid, Prepared is His heart, confident in Jehovah. Sustained is his heart -- he feareth not, Till that he look on his adversaries.
For yet the vision `is' for a season, And it breatheth for the end, and doth not lie, If it tarry, wait for it, For surely it cometh, it is not late. Lo, a presumptuous one! Not upright is his soul within him, And the righteous by his stedfastness liveth.
Be patient, then, brethren, till the presence of the Lord; lo, the husbandman doth expect the precious fruit of the earth, being patient for it, till he may receive rain -- early and latter; be patient, ye also; establish your hearts, because the presence of the Lord hath drawn nigh;

Commentary on Isaiah 28 Matthew Henry Commentary
Chapter 28
In this chapter,
This is written for our admonition, and is profitable for reproof and warning to us.
Isa 28:1-8
Here,
Isa 28:9-13
The prophet here complains of the wretched stupidity of this people, that they were unteachable and made no improvement of the means of grace which they possessed; they still continued as they were, their mistakes not rectified, their hearts not renewed, nor their lives reformed. Observe,
Isa 28:14-22
The prophet, having reproved those that made a jest of the word of God, here goes on to reprove those that made a jest of the judgments of God, and set them at defiance; for he is a jealous God, and will not suffer either his ordinances or his providences to be brought into contempt. He addressed himself to the scornful men who ruled in Jerusalem, who were the magistrates of the city, v. 14. It is bad with a people when their thrones of judgment become the seats of the scornful, when rulers are scorners; but that the rulers of Jerusalem should be men of such a character, that they should make light of God's judgments and scorn to take notice of the tokens of his displeasure, is very sad. Who will be mourners in Zion if they are scorners? Observe,
Isa 28:23-29
This parable, which (like many of our Saviour's parables) is borrowed from the husbandman's calling, is ushered in with a solemn preface demanding attention, He that has ears to hear, let him hear, hear and understand, v. 23.
