11 And a lot goeth up `for' the tribe of the sons of Benjamin, for their families; and the border of their lot goeth out between the sons of Judah and the sons of Joseph.
`At that time hath Jehovah said unto me, Grave for thee two tables of stone, like the first, and come up unto Me, into the mount, and thou hast made for thee an ark of wood, and I write on the tables the words which were on the first tables, which thou hast broken, and thou hast placed them in the ark; and I make an ark of shittim wood, and grave two tables of stone like the first, and go up to the mount, and the two tables in my hand. `And He writeth on the tables, according to the first writing, the Ten Matters, which Jehovah hath spoken unto you in the mount, out of the midst of the fire, in the day of the assembly, and Jehovah giveth them unto me, and I turn and come down from the mount, and put the tables in the ark which I had made, and they are there, as Jehovah commanded me. `And the sons of Israel have journeyed from Beeroth of the sons of Jaakan to Mosera, there Aaron died, and he is buried there, and Eleazar his son doth act as priest in his stead; thence they journeyed to Gudgodah, and from Gudgodah to Jotbathah, a land of brooks of water. `At that time hath Jehovah separated the tribe of Levi, to bear the ark of the covenant of Jehovah, to stand before Jehovah, to serve Him, and to bless in His name, unto this day, therefore there hath not been to Levi a portion and inheritance with his brethren; Jehovah Himself `is' his inheritance, as Jehovah thy God hath spoken to him. `And I -- I have stood in the mount, as the former days, forty days and forty nights, and Jehovah hearkeneth unto me also at that time; Jehovah hath not willed to destroy thee. `And Jehovah saith unto me, Rise, go to journey before the people, and they go in and possess the land which I have sworn to their fathers to give to them. `And now, Israel, what is Jehovah thy God asking from thee, except to fear Jehovah thy God, to walk in all His ways, and to love Him, and to serve Jehovah thy God with all thy heart, and with all thy soul, to keep the commands of Jehovah, and His statutes which I am commanding thee to-day, for good to thee? `Lo, to Jehovah thy God `are' the heavens and the heavens of the heavens, the earth and all that `is' in it; only in thy fathers hath Jehovah delighted -- to love them, and He doth fix on their seed after them -- on you, out of all the peoples as `at' this day; and ye have circumcised the foreskin of your heart, and your neck ye do not harden any more; for Jehovah your God -- He `is' God of the gods, and Lord of the lords; God, the great, the mighty, and the fearful; who accepteth not persons, nor taketh a bribe; He is doing the judgment of fatherless and widow, and loving the sojourner, to give to him bread and raiment. `And ye have loved the sojourner, for sojourners ye were in the land of Egypt. `Jehovah thy God thou dost fear, Him thou dost serve, and to Him thou dost cleave, and by His name thou dost swear. He `is' thy praise, and He `is' thy God, who hath done with thee these great and fearful `things' which thine eyes have seen: with seventy persons did thy fathers go down to Egypt, and now hath Jehovah thy God made thee as stars of the heavens for multitude.
And the lot for the tribe of the sons of Judah, for their families, is unto the border of Edom; the wilderness of Zin southward, at the extremity of the south; and to them the south border is at the extremity of the salt sea, from the bay which is looking southward; and it hath gone out unto the south to Maaleh-Akrabbim, and passed over to Zin, and gone up on the south to Kadesh-Barnea, and passed over `to' Hezron, and gone up to Adar, and turned round to Karkaa, and passed over `to' Azmon, and gone out `at' the brook of Egypt, and the outgoings of the border have been at the sea; this is to you the south border. And the east border `is' the salt sea, unto the extremity of the Jordan, and the border at the north quarter `is' from the bay of the sea, at the extremity of the Jordan; and the border hath gone up `to' Beth-Hoglah, and passed over on the north of Beth-Arabah, and the border hath gone up `to' the stone of Bohan son of Reuben: and the border hath gone up towards Debir from the valley of Achor, and northward looking unto Gilgal, which `is' over-against the ascent of Adummim, which `is' on the south of the brook, and the border hath passed over unto the waters of En-Shemesh, and its outgoings have been unto En-Rogel; and the border hath gone up the valley of the son of Hinnom, unto the side of the Jebusite on the south (it `is' Jerusalem), and the border hath gone up unto the top of the hill-country which `is' on the front of the valley of Hinnom westward, which `is' in the extremity of the valley of the Rephaim northward;
And the lot for the sons of Joseph goeth out from Jordan `by' Jericho, to the waters of Jericho on the east, to the wilderness going up from Jericho in the hill-country of Beth-El, and hath gone out from Beth-El to Luz, and passed over unto the border of Archi `to' Ataroth, and gone down westward unto the border of Japhleti, unto the border of Beth-Horon the lower, and unto Gezer, and its outgoings have been at the sea. And the sons of Joseph -- Manasseh and Ephraim -- inherit. And the border of the sons of Ephraim is by their families; and the border of their inheritance is on the east, Atroth-Addar unto Beth-Horon the upper; and the border hath gone out at the sea, to Michmethah on the north, and the border hath gone round eastward `to' Taanath-Shiloh, and passed over it eastward to Janohah, and gone down from Janohah `to' Ataroth, and to Naarath, and touched against Jericho, and gone out at the Jordan. From Tappuah the border goeth westward unto the brook of Kanah, and its outgoings have been at the sea: this `is' the inheritance of the tribe of the sons of Ephraim, for their families. And the separate cities of the sons of Ephraim `are' in the midst of the inheritance of the sons of Manasseh, all the cities and their villages; and they have not dispossessed the Canaanite who is dwelling in Gezer, and the Canaanite dwelleth in the midst of Ephraim unto this day, and is to tribute -- a servant.

CHAPTER 18
Jos 18:1. The Tabernacle Set Up at Shiloh.
1. the whole congregation … assembled together at Shiloh—The main body of the Israelites had been diminished by the separation of the three tribes, Judah, Ephraim, and Manasseh into their respective allotments; and the country having been in a great measure subdued, the camp was removed to Shiloh (now Seilun). It was twenty or twenty-five miles north of Jerusalem, twelve north of Beth-el, and ten south of Shechem, and embosomed in a rugged and romantic glen. This sequestered spot in the heart of the country might have been recommended by the dictates of convenience. There the allotment of the territory could be most conveniently made, north, south, east, and west, to the different tribes. But "the tabernacle of the congregation was also set up there," and its removal therefore must have been made or sanctioned by divine intimation (De 12:11). It remained in Shiloh for more than three hundred years (1Sa 4:1-11).

2. there remained … seven tribes, which had not yet received their inheritance—The selection of Shiloh for the seat of worship, together with the consequent removal of the camp thither, had necessarily interrupted the casting of lots, which was commenced by fixing localities for the tribes of Judah and Joseph. Various causes led to a long delay in resuming it. The satisfaction of the people with their change to so pleasant and fertile a district, their preference of a nomad life, a love of ease, and reluctance to renew the war, seem to have made them indifferent to the possession of a settled inheritance. But Joshua was too much alive to the duty laid on him by the Lord to let matters continue in that state; and accordingly, since a general conquest of the land had been made, he resolved to proceed immediately with the lot, believing that when each tribe should receive its inheritance, a new motive would arise to lead them to exert themselves in securing the full possession.
3. How long are ye slack to go to possess the land, which the Lord God of your fathers hath given you—This reproof conveys an impression that the seven tribes were dilatory to a criminal extent.
4-9. Give out from among you three men for each tribe—Though the lot determined the part of the country where each tribe was to be located, it could not determine the extent of territory which might be required; and the dissatisfaction of the children of Joseph with the alleged smallness of their possession gave reason to fear that complaints might arise from other quarters, unless precautions were taken to make a proper distribution of the land. For this purpose a commission was given to twenty-one persons—three chosen from each of the seven tribes which had not yet received their inheritance, to make an accurate survey of the country.
9. The men went and passed through the land, and described it by cities into seven parts in a book—dividing the land according to its value, and the worth of the cities which it contained, into seven equal portions. This was no light task to undertake. It required learning and intelligence which they or their instructors had, in all probability, brought with them out of Egypt. Accordingly, Josephus says that the survey was performed by men expert in geometry. And, in fact, the circumstantial account which is given of the boundaries of each tribe and its situation, well proves it to have been the work of no mean or incompetent hands.

10. Joshua cast lots for them in Shiloh before the Lord—before the tabernacle, where the divine presence was manifested, and which associated with the lot the idea of divine sanction.
11. the lot of … Benjamin came up—It has been supposed that there were two urns or vessels, from which the lots were drawn: one containing the names of the tribes, the other containing those of the seven portions; and that the two were drawn out simultaneously.
the coast of their lot came forth between the children of Judah and the children of Joseph—Thus the prophecy of Moses respecting the inheritance of Benjamin was remarkably accomplished. (See on De 33:12).
