4 And Jehoshaphat dwelt at Jerusalem: and he went out again through the people from Beersheba to mount Ephraim, and brought them back unto the LORD God of their fathers.
5 And he set judges in the land throughout all the fenced cities of Judah, city by city,
6 And said to the judges, Take heed what ye do: for ye judge not for man, but for the LORD, who is with you in the judgment.
7 Wherefore now let the fear of the LORD be upon you; take heed and do it: for there is no iniquity with the LORD our God, nor respect of persons, nor taking of gifts.
8 Moreover in Jerusalem did Jehoshaphat set of the Levites, and of the priests, and of the chief of the fathers of Israel, for the judgment of the LORD, and for controversies, when they returned to Jerusalem.
9 And he charged them, saying, Thus shall ye do in the fear of the LORD, faithfully, and with a perfect heart.
10 And what cause soever shall come to you of your brethren that dwell in your cities, between blood and blood, between law and commandment, statutes and judgments, ye shall even warn them that they trespass not against the LORD, and so wrath come upon you, and upon your brethren: this do, and ye shall not trespass.
11 And, behold, Amariah the chief priest is over you in all matters of the LORD; and Zebadiah the son of Ishmael, the ruler of the house of Judah, for all the king's matters: also the Levites shall be officers before you. Deal courageously, and the LORD shall be with the good.
4 And Jehoshaphat H3092 dwelt H3427 at Jerusalem: H3389 and he went out H3318 again H7725 through the people H5971 from Beersheba H884 to mount H2022 Ephraim, H669 and brought them back H7725 unto the LORD H3068 God H430 of their fathers. H1
5 And he set H5975 judges H8199 in the land H776 throughout all the fenced H1219 cities H5892 of Judah, H3063 city H5892 by city, H5892
6 And said H559 to the judges, H8199 Take heed H7200 what ye do: H6213 for ye judge H8199 not for man, H120 but for the LORD, H3068 who is with you in the judgment. H1697 H4941
7 Wherefore now let the fear H6343 of the LORD H3068 be upon you; take heed H8104 and do H6213 it: for there is no iniquity H5766 with the LORD H3068 our God, H430 nor respect H4856 of persons, H6440 nor taking H4727 of gifts. H7810
8 Moreover in Jerusalem H3389 did Jehoshaphat H3092 set H5975 of the Levites, H3881 and of the priests, H3548 and of the chief H7218 of the fathers H1 of Israel, H3478 for the judgment H4941 of the LORD, H3068 and for controversies, H7379 when they returned H7725 to Jerusalem. H3389
9 And he charged H6680 them, saying, H559 Thus shall ye do H6213 in the fear H3374 of the LORD, H3068 faithfully, H530 and with a perfect H8003 heart. H3824
10 And what cause H7379 soever shall come H935 to you of your brethren H251 that dwell H3427 in their cities, H5892 between blood H1818 and blood, H1818 between law H8451 and commandment, H4687 statutes H2706 and judgments, H4941 ye shall even warn H2094 them that they trespass H816 not against the LORD, H3068 and so wrath H7110 come upon you, and upon your brethren: H251 this H3541 do, H6213 and ye shall not trespass. H816
11 And, behold, Amariah H568 the chief H7218 priest H3548 is over you in all matters H1697 of the LORD; H3068 and Zebadiah H2069 the son H1121 of Ishmael, H3458 the ruler H5057 of the house H1004 of Judah, H3063 for all the king's H4428 matters: H1697 also the Levites H3881 shall be officers H7860 before H6440 you. Deal H6213 courageously, H2388 and the LORD H3068 shall be with the good. H2896
4 And Jehoshaphat dwelt at Jerusalem: and he went out again among the people from Beer-sheba to the hill-country of Ephraim, and brought them back unto Jehovah, the God of their fathers.
5 And he set judges in the land throughout all the fortified cities of Judah, city by city,
6 and said to the judges, Consider what ye do: for ye judge not for man, but for Jehovah; and `he is' with you in the judgment.
7 Now therefore let the fear of Jehovah be upon you; take heed and do it: for there is no iniquity with Jehovah our God, nor respect of persons, nor taking of bribes.
8 Moreover in Jerusalem did Jehoshaphat set of the Levites and the priests, and of the heads of the fathers' `houses' of Israel, for the judgment of Jehovah, and for controversies. And they returned to Jerusalem.
9 And he charged them, saying, Thus shall ye do in the fear of Jehovah, faithfully, and with a perfect heart.
10 And whensoever any controversy shall come to you from your brethren that dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, ye shall warn them, that they be not guilty towards Jehovah, and so wrath come upon you and upon your brethren: this do, and ye shall not be guilty.
11 And, behold, Amariah the chief priest is over you in all matters of Jehovah; and Zebadiah the son of Ishmael, the ruler of the house of Judah, in all the king's matters: also the Levites shall be officers before you. Deal courageously, and Jehovah be with the good.
4 And Jehoshaphat dwelleth in Jerusalem, and he turneth back and goeth out among the people from Beer-Sheba unto the hill-country of Ephraim, and bringeth them back unto Jehovah, God of their fathers.
5 And he establisheth judges in the land, in all the fenced cities of Judah, for every city,
6 and saith unto the judges, `See what ye are doing -- for not for man do ye judge, but for Jehovah, who `is' with you in the matter of judgment;
7 and now, let fear of Jehovah be upon you, observe and do, for there is not with Jehovah our God perverseness, and acceptance of faces, and taking of a bribe.'
8 And also in Jerusalem hath Jehoshaphat appointed of the Levites, and of the priests, and of the heads of the fathers of Israel, for the judgment of Jehovah, and for strife; and they turn back to Jerusalem,
9 and he layeth a charge upon them, saying, `Thus do ye do in the fear of Jehovah, in faithfulness, and with a perfect heart,
10 and any strife that cometh in unto you of your brethren who are dwelling in their cities, between blood and blood, between law and command, statutes, and judgments, then ye have warned them and they become not guilty before Jehovah, and wrath hath not been on you and on your brethren; thus do ye do, and ye are not guilty.
11 `And, lo, Amariah the head priest `is' over you for every matter of Jehovah, and Zebadiah son of Ishmael, the leader of the house of Judah, `is' for every matter of the king, and officers the Levites `are' before you; be strong and do, and Jehovah is with the good.'
4 And Jehoshaphat dwelt in Jerusalem; and he went out again among the people from Beer-sheba to mount Ephraim, and brought them back to Jehovah the God of their fathers.
5 And he set judges in the land throughout the fortified cities of Judah, city by city.
6 And he said to the judges, Take heed what ye do; for ye judge not for man, but for Jehovah, who will be with you in the matter of judgment.
7 And now, let the terror of Jehovah be upon you; be careful what ye do, for there is no iniquity with Jehovah, nor respect of persons, nor taking of presents.
8 -- And moreover in Jerusalem did Jehoshaphat set some of the Levites and priests, and of the chief fathers of Israel, for the judgment of Jehovah and for causes. -- And they returned to Jerusalem.
9 And he charged them saying, Thus shall ye do in the fear of Jehovah faithfully and with a perfect heart.
10 And what cause soever comes to you of your brethren that dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, ye shall even warn them that they trespass not against Jehovah, and so wrath come upon you and upon your brethren: this do and ye shall not trespass.
11 And behold, Amariah the chief priest is over you in all matters of Jehovah, and Zebadiah the son of Ishmael, prince of the house of Judah, in all the king's matters; and ye have the Levites before you as officers. Be strong and do it, and Jehovah will be with the good.
4 Jehoshaphat lived at Jerusalem: and he went out again among the people from Beersheba to the hill-country of Ephraim, and brought them back to Yahweh, the God of their fathers.
5 He set judges in the land throughout all the fortified cities of Judah, city by city,
6 and said to the judges, Consider what you do: for you don't judge for man, but for Yahweh; and [he is] with you in the judgment.
7 Now therefore let the fear of Yahweh be on you; take heed and do it: for there is no iniquity with Yahweh our God, nor respect of persons, nor taking of bribes.
8 Moreover in Jerusalem did Jehoshaphat set of the Levites and the priests, and of the heads of the fathers' [houses] of Israel, for the judgment of Yahweh, and for controversies. They returned to Jerusalem.
9 He charged them, saying, Thus shall you do in the fear of Yahweh, faithfully, and with a perfect heart.
10 Whenever any controversy shall come to you from your brothers who dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, you shall warn them, that they not be guilty towards Yahweh, and so wrath come on you and on your brothers: this do, and you shall not be guilty.
11 Behold, Amariah the chief priest is over you in all matters of Yahweh; and Zebadiah the son of Ishmael, the ruler of the house of Judah, in all the king's matters: also the Levites shall be officers before you. Deal courageously, and Yahweh be with the good.
4 And Jehoshaphat was living in Jerusalem; and he went out again among the people, from Beer-sheba to the hill-country of Ephraim, guiding them back to the Lord, the God of their fathers.
5 And he put judges through all the land, in every walled town of Judah,
6 And said to the judges, Take care what you do, for you are judging not for man but for the Lord, and he is with you in the decisions you give.
7 So now let the fear of the Lord be in you; do your work with care; for in the Lord our God there is no evil, or respect for high position, or taking of payment to do wrong.
8 Then in Jerusalem he gave authority to certain of the Levites and the priests and the heads of families of Israel to give decisions for the Lord, and in the causes of those living in Jerusalem.
9 And he gave them their orders, saying, You are to do your work in the fear of the Lord, in good faith and with a true heart.
10 And if any cause comes before you from your brothers living in their towns, where the death punishment is in question, or where there are questions of law or order, or rules or decisions, make them take care that they are not in the wrong before the Lord, so that wrath may not come on you and on your brothers; do this and you yourselves will not be in the wrong.
11 And now, Amariah, the chief priest, is over you in all questions to do with the Lord; and Zebadiah the son of Ishmael, the head of the family of Judah, in everything to do with the king's business; and the Levites will be overseers for you. Be strong to do the work; and may the Lord be with the upright.

Commentary on 2 Chronicles 19 Matthew Henry Commentary
Chapter 19
We have here a further account of the good reign of Jehoshaphat,
2Ch 19:1-4
Here is,
2Ch 19:5-11
Jehoshaphat, having done what he could to make his people good, is here providing, if possible, to keep them so by the influence of a settled magistracy. He had sent preachers among them, to instruct them (ch. 17:7-9), and that provision did well; but now he saw it further requisite to send judges among them, to see the laws put in execution, and to be a terror to evil-doers. It is probable that there were judges up and down the country before, but either they neglected their business or the people slighted them, so that the end of the institution was not answered; and therefore it was necessary it should be new-modelled, new men employed, and a new charge given them. That is it which is here done.
